Procurement - Competition implementation tool (KGV) and contract follow-up tool (KAV), 2026
The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The contract and the Standard Terms will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. The contract has a maximum duration of 10 (ten) years.

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a globally active company that supports the German Government in achieving its goals of international cooperation for sustainable development and has been implementing projects and programs in various thematic areas worldwide for many decades. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures. Its role is primarily advisory and technical, with an emphasis on system design, standardization, and scalable solution setups rather than in-field implementation support. Construction Water Services (Procure and Install) [Potable Water/Sanitary Sewage/Raw Water]
Experienced and qualified Companies are invited to provide procurement and construction of temporary sanitary networks (commodity code UB00). This works are required to support the construction of the Poland Nuclear Power Plant. The scope of work covers the procurement and construction of temporary networks to support the construction of the nuclear power plant located on the Baltic Sea coast. As a result, temporary solutions will be developed for water and sewage networks, which will supply utilities to temporary buildings and installations requiring service during the construction period. Detailed design will be provided. Interested Companies must register/update their Contractor's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link and select commodity code UB00 as their specialty. If Contractor has any questions or intends to express interest in bidding this requirement, the Company shall notify Bechtel’s Contact Person. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire which Company would complete with response to Bechtel for review. Bechtel notes that previous proven experience with works of similar scale and complexity will be mandatory and providing additional documentation / evidence of previous experience may be required. The prequalification questionnaire includes a list of questions required to be considered as prequalified, and examples to include demonstration of (i) experience in providing the works in the past or current projects, (ii) safety record and compliance to quality requirements (see section 7),(iii) compliance to certification of legally mandatory requirements (including anti-corruption and sanctions), (iv) financial standing (solvency), and (v) organizational capabilities. In the event of high competitiveness of the proceedings (a large number of companies expressing interest), Bechtel reserves the right to conduct a preliminary preselection of companies for further proceedings, which demonstrate the greatest potential for performing the scope of work. Upon Bechtel’s evaluation of a response to the Poland Prequalification Questionnaire, Bechtel will notify if the Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. A Company's submission of Prequalification Questionnaire does not automatically qualify the Company to be a pre-qualified Company. Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings. These serve to provide deeper insights into community perceptions of project interventions, barriers to adoption of sustainable practices, and the roles of women and youth in income generation. The qualitative findings complement the quantitative survey data by explaining why certain changes occur, identifying structural and cultural factors influencing livelihoods, and highlighting lessons for future interventions. All collected data must be cleaned, validated and analysed. The contractor is responsible for preparing analytical reports for each round of data collection, integrating both quantitative and qualitative findings. Reports shall include descriptive results, trend analyses, and clear recommendations for project management and donor decision-making. The contractor must ensure ethical data handling, compliance with the "do no harm" principle, and avoidance of structural bias. Dissemination of findings to the partner system and local stakeholders is an integral part of the assignment, ensuring that results are accessible and contribute to learning beyond project boundaries. Finally, the contractor must establish a robust operational and security plan for data collection in the fragile context of South Sudan. This includes clear timelines, staffing, coordination with GIZ and implementing partners, risk assessments, contingency planning and adherence to humanitarian security protocols.
