The European Training Foundation (ETF) is the European Union Agency that supports countries outside the EU in improving their human capital development, in the context of European Union (EU) external relations policies. Currently the ETF cooperates at country and regional level with the countries of the EU Neighbourhood and Enlargement regions, and in Central Asia, as well as contributing to the EU external policies and programmes in other regions and with the African Union in response to specific requests from the European Commission. The objective of this tender is to support the ETF work with the production of reliable knowledge, evidence and analysis in specific topics in the field of Human Capital Development as well as to strengthen the ETF’s role in sharing it both within and outside the EU. . The main types of services requested are: A. Knowledge production in the form of design and implementation of studies, research studies and projects B. Knowledge sharing in the form of design and implementation of peer learning, capacity building, training and networking activities C. Ad hoc services

Framework Contract for Training Activities and Knowledge Management in the fields of Civil Protection and Disaster Risk Management
The general objective of the Framework Contract is to assist the Commission in the implementation of the Disaster Resilience Goals; key actions of the Preparedness Union Strategy in the fields of competence of DG ECHO; key initiatives of the Knowledge Network; and the UCPM Training and Exercises Programme by addressing more rapidly any identified knowledge and skills gaps in the UCPM. The specific objectives of the Framework Contract are to facilitate evidence-based policy making with reliable knowledge, evidence, analysis and policy guidance on specific subject areas related to the field of the disaster risk management, civil protection and crisis management which could have multi-sectorial and multi-disciplinary focus; and to strengthen capacity building in the field of disaster risk management, civil protection and crisis management by enhancing knowledge, skills and exchange of good practice and lessons learned. The core of the services provided under this framework contract is the development, design and delivery of online modules, ad-hoc training courses, training of trainers, thematic seminars and workshops, summer/winter schools, seminars and studies. The current framework agreement will expire on 13 March 2026.

Monitoring and analysis services of the Czech media
The European Parliament launches this procedure aiming to award a framework contract for daily monitoring of written press (national/regional), audio-visual media (radio, TV) and the main online media (internet) in Czechia. The purpose is to provide a timely, up-to-date compendium of daily information, in the form of press reviews, about the way in which topics of relevance to the European Parliament and the European Union are reported in the media. The European Parliament’s Directorate- General for Communication is seeking to ensure it has the best possible knowledge of the media coverage across the EU on topics related to the European Union, the European Parliament and the activities of its President and Members. Media analysis will ultimately help the EP to better communicate EU policies to EU citizens and specific target audiences. In order to achieve this, the EP relies partly on external expertise and assistance. The services will be delivered by the external team via the global media monitoring and analysis platform of the EP directly to the recipients.

The subject of this call for tenders is “Implementation of the new SoHO Regulation: training and networking of SoHO Competent Authorities’ staff for oversight”. The training activities are addressed in particular to inspectors, vigilance officers and preparation process assessors, for strengthening the implementation of oversight in the field of Substances of Human Origin (SoHO) in the EU Member States, EFTA countries and candidate countries.
