Single Party Framework for a 24 / 7 SOC, with SIEM, XDR and associated services
The Contracting Authority ICT infrastructure is a closely integrated ecosystem setup uniquely to fulfil operational requirements. In recent years, as part of ongoing growth, the Contracting Authority ICT infrastructure support service was consolidated into a single agile Framework Agreement, so that expansion could be dynamic and easily managed through a single supplier with flexibility, and staffing resources in mind. While Contracting Authority ICT staff are trained and skilled in most of the existing product ranges in use, the external support provided via the existing Framework is part of a vital component to ensure the efficient running of day-to-day operations within Contracting Authority. The Framework covers working with Contracting Authority ICT, and other key ICT vendors/ suppliers in commissioning the services. The tender must demonstrate this experience in working with in these types of scenarios and set out the platform accordingly. A key requirement of the Framework is the tenderer’s ability to design, supply, commission and fully support, with 24 hour monitoring all security elements and requirements relating such as for example firewalls, servers, hosts, logs, switches, Active Directory/Entra within Contracting Authority's current and future technical stack and are located both on-premise, and cloud/hybrid environment within the Contracting Authority Data Centres, which reside in two Government Data centres in the Dublin region (Ireland) (accessed via Government Network (GN) connection), and Microsoft Azure space (EU). The infrastructure comprises more than 400 Windows servers, ten Fortinet firewalls and WAFs, and approximately 100,000 Active Directory/Entra B2B and B2C customer users, hosted across five domains utilising on-premises, hybrid, and cloud solutions such as Microsoft 365, Microsoft Dynamics 365, SharePoint, and Power Platform. The Contracting Authority infrastructure is categorised in Gold, Silver and Bronze categories based on the data / information security risk profile – only Gold categorised infrastructure is in scope for this Framework.

Provision of Microsoft Services Support and Associated Services (Ref 0384)
The Contracting Authority seeks to establish a Framework Agreement with a suitably qualified tenderer to meet the requirements for the support and maintenance of Microsoft and associated services. The Contracting Authority ICT infrastructure is a closely integrated ecosystem, uniquely configured to meet the organisation’s operational needs. While the Contracting Authority ICT staff possess expertise across the majority of the Microsoft product suite and related technologies, external support remains a critical component in ensuring the efficient and uninterrupted operation of day-to-day services. The Contracting Authority invites responses from suitably qualified tenderers to be appointed as their Enterprise ICT Microsoft Services Framework Agreement partner, in accordance with the specific requirements outlined in the tender documentation. It should be noted that these requirements reflect the current Microsoft-based environment, and the Framework must allow for flexibility to accommodate additional or alternative software and services related to Microsoft applications and associated technologies.

Painting and covering services, framework agreement Troms County - RFI
Troms County (henceforth referred to as the contracting authority) shall enter into a new framework agreement for painting and covering services and associated equipment. Material will also be considered for assignments that the contracting authority shall use for its own activities and shall also be included in the contract. The contracting authority would like to enter into an agreement that covers the need we may have for this type of service in the entire county. This includes, for example, sixth form colleges, official residences and dental clinics. The contract shall ensure that we achieve cost effective and rational procurements of painting and covering services in accordance with the current laws and regulations. The framework agreement will mainly be used for the procurement of ongoing and operational related services, but it can also be used for some investment projects where it is deemed appropriate. We are currently in a preparatory phase of the procurement process. As part of the preparation phase, the contracting authority would like to invite all relevant tenderers to comment on the provisional drafts for the requirement specifications, price form and contract terms. The documents are attached to this market dialogue. Emphasis is put on the fact that tenderers shall not fill in the attached tender documents, but give feedback on the questions included in the document "Information on RFI - Framework agreement on painting and covering services" under point 3.Deadline for feedback is 30 April 2026 at 12.00. At the expiry of the hearing deadline, the contracting authority will review received input. The contract will then assess which input could be appropriate to include in the final documents. The Contracting Authority is not obliged to comply with the input, and emphasises that the attached documents are to be seen as provisional drafts. Any questions or needs for an extended deadline shall be sent to the contracting authority via Mercell. Tenderers who register their interest can be contacted by the contracting authority in the preparation phase if there is a need for further clarification. The contracting authority will not reimburse costs incurred for the participation of the hearing.

The Norwegian Health Network SF (the contracting authority) needs to enter into a framework agreement for services within Sound and Engineering. The contracting authority plans for gatherings, meetings and conferences with several participants and of high quality. The events will be held in different places in the country, mainly in Oslo, Trondheim and Tromsø. Some gatherings will be carried out in our own premises where the technical framework is in place, but where we can, however, need personnel or equipment supplements. In other cases the events will be held in external premises, e.g. hotel/conference/course premises, where in some cases there will be a need for full delivery of sound, lighting technique and personnel. This will depend on the chosen location and which facilities are available for the contracting authority. A framework agreement shall be signed with two tenderers, see Annex 2 for Procedures for awarding contracts within the framework agreement.

Broadband services to Troms county - RFI
Troms County (hereafter called the contracting authority) needs to enter into a new contract for broadband services to all of the county ́s locations. The contracting authority would, thus, like to hold a market dialogue. Description of the assignment the Contracting Authority needs to establish and deliver broadband services to all county locations, including, among other things, dental clinics, sixth form colleges and administrative buildings. In order to carry out the assignments imposed on the county, we depend on good and stable infrastructure for all of our locations. This involves a collaboration with a broadband service provider who can offer us the internet and also get our internal traffic to our data centres. A more detailed description of the contracting authority ́s needs is in the attached draft of the requirement specification. Information on the hearing contracting authority is currently in a preparatory phase of the procurement process. As part of the preparations for the coming competition, we would like to hold a hearing round in the market. The contracting authority has prepared a draft of the competition documents, as well as formulated a set of questions in the attached document "Information on RFI - Broadband Services to Troms County", which we hope relevant suppliers have the opportunity to answer. Tenderers are asked to answer the contracting authority ́s questions directly in the document, under each individual question. Further information on how the hearing shall be answered and how any input will be dealt with is also given in the mentioned annex. The deadline for submitting feedback is 08 May 2025 (12:00).
