1-UDE-2026 procurement of a technical system for carrying out user surveys in the adult education.
PURPOSE AND SCOPE Oslo municipality would like to procure a digital system for carrying out an annual user survey, which shall be carried out by all participants in the Adult Education Service Oslo municipality. See the award letter from the City Council Department for Education for 2025, in which UDE is assigned to carry out an annual user survey for all participants in adult education. The survey shall supplement the information from the annual survey to IMDI, as well as the pupil survey, as it can be relevant for some participants in the FOV and VOV. The user survey shall be an important means for ensuring quality, legitimacy and user participation in adult education. It will give valuable insight into learning processes, educational practice and the participants ́ experience of the school environment. The measure supports the adults ́ right to participation in accordance with the Education Act § 20-1 and corresponds with the aims in the curriculum system and the Integration Act. Participants' involvement in dialogue on learning and well-being strengthens their role as active citizens. The results of the survey are intended to be part of a future quality development system and will be used in the management dialogue for the adult education at different levels. The contracting authority draws attention to the fact that the estimated value is based on previous consumption. The estimate is only a guideline and is without obligation for the Contracting Authority. The assignment is further described, including the requirement specifications, in SSA-L annex 1.

Quality standard wild reindeer - data basis for Delnorm 1 Population performance
The Norwegian Environment Agency (the contracting authority) intends to enter into a one year individual agreement with Stiftelsen NINA for the collection of data basis for the quality standard for wild reindeer. The contract amount is estimated to NOK 3.0 million. The contract shall cover data collection on Lot 1 Population performance a-c for 2026, i.e. calf counts, structure counts and slaughter scales, in all wild reindeer areas. In 2026 data shall be collected, and this data shall be quality assured and processed to the degree necessary, in order to easily be used for the next classification, which we expect will be carried out in 2027. The division of responsibility for data collection was determined in connection with the first classification of wild reindeer areas in 2020. Work is being done in 2026 to put in place a more permanent organisation of the work on the quality norm where a secretariat is established, which can follow the data collection over time. The decision from 2020 means that the task will be solved by NINA, in cooperation with a number of actors. Consideration to the implementation with a consistent methodology is the reason why the contract will be concluded directly with NINA for 2026. The agreement shall include written documentation of the method. The aim is transparency about methodology, and to ensure relatively consistent methodology for counts over time. There will also be an important basic document for assessments and any testing of new methods for counting and for a future announcement of the secretariat function. The Norwegian Environment Agency plans to announce a procurement for a more long-term agreement for the secretariat function for quality norms for wild reindeer, which can also include following the data acquisition over time. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 with a 10 day deadline calculated from the day after this notice has been published. Broadband services to Troms county - RFI
Troms County (hereafter called the contracting authority) needs to enter into a new contract for broadband services to all of the county ́s locations. The contracting authority would, thus, like to hold a market dialogue. Description of the assignment the Contracting Authority needs to establish and deliver broadband services to all county locations, including, among other things, dental clinics, sixth form colleges and administrative buildings. In order to carry out the assignments imposed on the county, we depend on good and stable infrastructure for all of our locations. This involves a collaboration with a broadband service provider who can offer us the internet and also get our internal traffic to our data centres. A more detailed description of the contracting authority ́s needs is in the attached draft of the requirement specification. Information on the hearing contracting authority is currently in a preparatory phase of the procurement process. As part of the preparations for the coming competition, we would like to hold a hearing round in the market. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones in English language: General tasks (no specific output): - Prepare annual reports - Collect data for project monitoring following the guidance by the project M&E specialist - Support in the organization of missions and delegation visits (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ, BMZ) - Ad-hoc preparation of targeted updates for requests (e.g. from BMZ) - Contribute to the strategic development of the project approach and partnerships - Participation in project management and coordination meetings - List all inventory items immediately after procurement in a shared document on MS-Teams with GIZ project administration. Work package 1: Development partnerships with lead firms for improved competitiveness The contractor will prepare and facilitate "development partnerships with the private sector" (DPP) between private sector companies in the selected blue value chains and GIZ. The objective of the DPPs is to overall strengthen the competitiveness of partner companies and thereby improve sustainability of the value chain. The selection of the DPPs will be subject to review and approval by GIZ. The contractor will implement GIZ"s contribution to the partnerships as well as the supervision and monitoring of the overall partnership activities. The contractor will implement 10 partnerships with improvements in 2 out of 4 criteria: (1) increased production; (2) increased turnover; (3) new customers; (4) new products in the market. In alignment with GIZ"s "Bankability Process Guidance", the contractor is expected to review and assess the bankability levels of the lead firms, prepare and define their bankability/investment plans and, finally, provide the necessary support in their matchmaking preparation with commercial banks, concessional capital funds, investors, and others. Bankability support facilitates particularly the first two criteria and enhances the sustainability of the work package, which includes an improved business plan, organization of financial planning and accounting documents, participation in business coaching and in matchmaking events or bilateral negotiations with financial institutions and impact investors. Work package 2: Smallholder participation in markets is sustainably increased The objective of the work package is to increase the competitiveness of smallholder producers and to sustainably include them into the value chains of tilapia-aquaculture, artisanal salt production, seaweed farming and artisanal shrimp fishing. The contractor will identify regional production clusters for the selected value chains within the geographical scope of the project, namely: Sofala (coastal districts of Beira, Buzi, Dondo, Machanga); Inhambane (coastal districts of Zavala, Inharrime, Jangamo, Inhambane, Murrumbene, Massinga, Vilankulos, Inhassoro, Govuro); Nampula (Mossuril; Ilha de Moçambique) as well as along the Zambeze River Basin in Tete (Cahora Bassa), Zambezia and Sofala. The regional production clusters will be assessed and rated according to their potential to develop into coordination and service hubs for key actors in the region. Overall, a total of 5.000 smallholder producers will benefit from technical and entrepreneurial training and coaching systems. The goal is to successfully establish and / or strengthen 1.500 smallholder producers by the end of the project, achieving improvement in 2 out of the 4 criteria: (1) investments into their production (e.g. purchasing services, quality inputs, diversification of production, implementing record keeping); (2) increased productivity; (3) increased employment of seasonal workers; (4) improved level of formality of the business. Work package 3: Strengthening input and service provision in the selected value chains The objective of the work package is to train 250 MSME and to improve the competitiveness of 50 MSME that impact the selected value chains. The result is expected to be mainly achieved through business coaching and bankability measures. This work package is split into the following phases (partially in parallel): 1. Needs assessment for service provision for each partnership and target region. 2. Participatory concept development for the work package, involving IDEPA, local authorities and value chain actors. 3. Identification of suitable MSME for training. 4. Identification, preparation and implementation of trainings and coachings necessary to strengthen the service network. Work package 4: Market access and market development The objective of the work package is to increase national demand and market access through marketing campaigns. Together with implementing partners and the responsible government entities, the contractor will identify 2 products that can greatly benefit from positive marketing. They will design and implement a marketing campaign to improve the market uptake of the selected products. Work package 5: Certification & quality management The objective of the work package is to increase international market access and access to finance through certification in support of the competitiveness of companies and producers. In collaboration with IDEPA, the National Institute for Fisheries Inspection (INIP) and other relevant actors, the contractor will analyze the certification needs and priorities in each value chain. Direct certification support to private sector can be covered in DPP work packages. For fisheries and aquaculture, only schemes accredited by the Global Sustainable Seafood Initiative (GSSI) will be supported. The work packages are described in more detail on page 9-15 of the ToR.

Implementation of DEFINE defence accelerator for the City of Riihimäki
The City of Riihimäki (hereinafter referred to as the "Customer" or "Contracting Entity") requests your offer for the implementation of a DEFINE defence accelerator for the City of Riihimäki (hereinafter referred to as the "Service") in accordance with this offer request and its attachments. A more detailed specification of the service is provided in Annex 1. The subject of the procurement is the service production for the DEFINE defence business accelerator. The accelerator is part of the DEFINE Scaling Programme and it is partly funded by the Finnish Innovation Fund Sitra. The programme will be running 1/26 – 12/27 and four accelerator batches shall be conducted during that period including proper and professional monitoring, evaluation and learning activities. The goal of the accelerator is to strengthen the Finnish defence and dual-use ecosystem and especially enhance companies’ capacity to grow fast. Other participating cities and regions besides Riihimäki are Espoo, Oulu, Joensuu, Hämeenlinna, Forssa and Tampere. Also, Häme University of Applied Sciences and Metropolia University of Applied Sciences are partners in the programme. The DEFINE defence business accelerator refers to a comprehensive business competence development, training, and advisory service aimed at enabling rapid growth for client companies by facilitating access to financing and defence market entry. The accelerator is targeted to the needs of high-tech enterprises that can operate in both defence and civilian sectors (dual-use). Purely single use defence startups are also warmly welcomed. A strong focus and experience on the field of defence shall be shown by the potential service providers. The key chronological stages of the defence business accelerator are: the initiation phase (content planning, marketing and communication), operative phase (operating four accelerator programs mostly the same content including handling of incoming project flow, organizing applications, organizing the selection of companies and conducting the training), and the evaluation and monitoring phase. The DEFINE accelerator programs are intended to be implemented as customer and partner-oriented training programs, each lasting approximately three months (the supplier of the service may suggest other justifiable timeframes for the duration of each programme), with changing content addressing the needs of programme partners as well as the needs of the market. The programmes will be conducted during the period from spring 2026 to autumn 2027. The training programmes will be held mostly in Riihimäki DEFINE Innovation Hub. This document outlines the framework for the overall bid, which will be further detailed with the selected Service Provider according to the Customer’s (City of Riihimäki) instructions. Moreover, the City of Riihimäki carries out the DEFINE network activities in partnership with the Häme University of Applied Sciences (HAMK). Due to this, student trainees from HAMK as part of their degree contribute to the work tasks of the DEFINE Innovation Hub. Thus, the Service Provider of the DEFINE Accelerator shall note that the HAMK student trainees may contribute to DEFINE Accelerator operations (such as support and assist the selected accelerator companies, event organizing activities in Riihimäki and other supportive tasks) where seen as appropriate and when agreed with the City of Riihimäki. The City of Riihimäki values the Service Provider’s ideas, input and commitment as part of tender for connecting the HAMK student trainees with the companies selected to the DEFINE Accelerator programme. The procurement procedure is an open procedure, and one (1) Tenderer will be selected as the Contract Supplier. The Customer is not committed to buy any quantity of the services. The contract shall not include exclusive rights to supply the service described in the Annex 1. The procurement shall be conducted as a reverse procurement procedure, commonly referred to as a “French contract model,” in which the contracting authority has set a maximum price for the procurement and the comparison of tenders shall be based on qualitative criteria rather than price. The criterion for overall economic advantage in this procurement is based on quality, which has a weight of 100%. The maximum value of the procurement is 240 000€ (VAT 0). The duration of the Agreement period will be 2 years. The offer is binding and must be prepared in English.
