Stavanger municipality, Sola municipality, Randaberg municipality and Sandnes municipality (henceforth referred to as the contracting authority) intends to enter into a framework agreement with up to three tenderers for the delivery of institution places to persons with substance abuse problems. The contracting authority is not one legal entity, but each of the municipalities in this cooperation will sign and follow up their own contract. The framework agreement shall be valid for 2 years, with an option for a 1+1 year extension on verbatim terms. The offer of residential treatment placement shall apply for persons over the age of 18 who have temporarily need for 24-hour based services due to substance abuse problems. The services can i.a. include social and medical follow-up as a plan to improve their function level. Tenderers shall submit a tender for rehabilitation, employment and/or leisure activities in addition to evaluation of the function level in accordance to the contracting authority' requests. The services shall be provided in accordance with the current law for health and care services, including requirements for professional prudence and quality.
