FMV has an assignment to procure a new framework agreement regarding Multi function tents in three (3) sizes between 17 and 58 square meters, both frame work and inflatable tents. This procurement aims to acquire a modular multi-purpose tent system to be used by the Swedish Armed Forces, consisting of the following primary configurations: • Frame-supported tents utilizing metal, composite or similar structure • Inflatable tents utilizing air-supported beam structures The tents must be deployable without access to electricity as a backup method. All tent variants shall be interoperable within a common modular architecture. The tent system shall be designed for rapid deployment and redeployment under field conditions.

Framework agreement, operation and maintenance of street lights.
The contracting authority would like to enter into a framework agreement with one tenderer who, in an environmentally and cost efficient manner, cover their need for operation and maintenance of road lights. The contract will include all relevant assignments and material for the operation and maintenance of the road light installations. The framework agreement shall apply to the road lights that the municipalities in the Østre Agder cooperation are responsible for running. A tender shall be submitted that covers the entire extent of all the municipalities. A contract will be signed separately for each municipality. It is important for the municipalities to have an overview of the street lights, and therefore the tenderer ́s system is required to upload the information on street lights to NVDB.

The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

The services include the development, adaptation and translation of questionnaires for household surveys, including a dedicated module on women of reproductive age. The questionnaires must follow a layered design with "must-have" questions for donor reporting and project steering, "should-have" questions to ensure context-specific adaptation of core themes, and "nice-to-have" questions that can be added according to regional or cohort-specific needs. All tools are to be translated into relevant local languages and pre-tested in the field to ensure clarity and feasibility, and must be designed in a conflict-sensitive and culturally appropriate manner. Sampling must ensure representativeness at state and cohort level with a margin of error of eight percent for both state-level and displacement-strata estimates. Each beneficiary sample shall be matched by a control group of non-beneficiaries in neighbouring Payams, representing half the sample size. The contractor will apply stratified random sampling and use a digital data collection tool, preferably Survey Solutions on GIZ servers, in order to guarantee secure and efficient handling of data. Comprehensive training of enumerators, field supervision and quality assurance measures are required throughout. The contractor will carry out household surveys for each cohort at the relevant survey stage. For ILiPS, this includes midline data collection in two states in 2026. For CDRD, this includes midterm and endline data collection for the 2024 and 2025 cohorts, as well as a final endline across all states in 2028. The surveys will gather information on sustainable food production capacity, income-generating activities and diversification, household consumption patterns and nutrition, as well as the adoption of sustainable farming practices following project-supported trainings. The mixed-method approach further includes qualitative research through Focus Group Discussions and Key Informant Interviews. These serve to provide deeper insights into community perceptions of project interventions, barriers to adoption of sustainable practices, and the roles of women and youth in income generation. The qualitative findings complement the quantitative survey data by explaining why certain changes occur, identifying structural and cultural factors influencing livelihoods, and highlighting lessons for future interventions. All collected data must be cleaned, validated and analysed. The contractor is responsible for preparing analytical reports for each round of data collection, integrating both quantitative and qualitative findings. Reports shall include descriptive results, trend analyses, and clear recommendations for project management and donor decision-making. The contractor must ensure ethical data handling, compliance with the "do no harm" principle, and avoidance of structural bias. Dissemination of findings to the partner system and local stakeholders is an integral part of the assignment, ensuring that results are accessible and contribute to learning beyond project boundaries. Finally, the contractor must establish a robust operational and security plan for data collection in the fragile context of South Sudan.
