Procurement - Competition implementation tool (KGV) and contract follow-up tool (KAV), 2026
The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The contract and the Standard Terms will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. The contract has a maximum duration of 10 (ten) years.

The Norwegian Defence Estates Agency invites tenderers to submit an application for prequalification for a competitive dialogue (two stage procedure), for the following services/projects: Project number 130011 - Procurement of system support for AOM/EAM processes, including implementation assistance. The qualification phase the competition starts with a qualification phase, where all interested tenderers can submit a request to participate up until the deadline stated in the schedule. The enquiry shall be submitted in accordance with the descriptions in this document and the stated qualification requirements that shall be answered. The contracting authority will assess the tenderers ́ qualifications and check that there are no reasons for rejection. Only qualified tenderers can be invited to participate in the dialogue phase. The dialogue phase only qualified tenderers who are invited by the contracting authority will be able to participate in the dialogue. Invitation to Market Dialogue (Joint Procurement) for a Bike Sharing System in Helsinki Metropolitan Area
We invite interested suppliers to during May 2026 participate in bilateral market dialogues concerning an upcoming joint procurement. The aim is to engage in an open discussion about the subject matter of the procurement, the market situation, and to gather market perspectives on the possible challenges prior to launching the actual tendering process. The new Bike Sharing System aims to provide a unified service for the Helsinki Metropolitan Area from 2028. The service to be procured includes not only the supply of city bikes and stations but also their maintenance and upkeep, bike relocation from one station to another, the transfer of bikes and possibly stations to storage, and storage during the months when the bike system is not in use, as well as IT system, and customer service throughout the entire Contract Period. The preparation of the procurement is being carried out in cooperation by the following contracting authorities: Metropolitan Area Transport Ltd and the cities of Espoo, Vantaa and Kauniainen. The final list of contracting authorities participating in the joint procurement will be specified during the preparation phase and confirmed before the launch of the tendering procedure. Participation in the market dialogue is not binding and does not oblige suppliers to participate in the forthcoming tendering process, nor does it affect the position of any tenderer in the competition. No joint dialogue conference will be held, but one-to-one meetings with relevant market parties and interested parties. The market dialogues will be held via Teams in week 21 Wednesday 20.5, Thursday 21.5. or in week 22 Wednesday 27.5., Thursday 28.5 or Friday 29.5. The procurement is for a framework agreement for consultancy services within management development and organisation development.
