Ausschreibungsbeschreibung
This call for tenders concerns the provision of firm-level case studies on the use of artificial intelligence (AI) technologies across selected EU Member States. The project will generate qualitative evidence on how firms adopt and deploy AI in practice and how this affects productivity, work organisation, skills, and employment conditions. The study will cover different types of AI technologies and sectors, and will contribute to Eurofound’s broader research on AI, labour markets, and productivity, supporting policy analysis and the design of a subsequent EU-level company survey.

Provision of technical services for the AIDRA project demonstration on AI-enabled on-board data processing
The European Union Satellite Centre (SatCen) seeks to award a direct service contract to support the implementation of AIDRA (Artificial Intelligence In-orbit Data pRocessing Assessment), a cooperative initiative between the SatCen and the European Defence Agency (EDA). AIDRA is designed as a proof-of-concept to assess the feasibility, traceability, operational implications and governance conditions of Artificial Intelligence (AI)-enabled On-Board Data Processing (OBDP) in support of Earth Observation (EO) and Geospatial Intelligence (GEOINT) workflows. The purpose of AIDRA is to generate independent, evidence-based insights into the maturity, risks and potential benefits of AI-OBDP for GEOINT, in support of EU objectives on technological readiness, operational effectiveness and secure information governance. The objective of the demonstration is to evaluate, under space-representative conditions, how AI-enabled on-board processing and tasking functions perform within an end-to-end EO data chain. The assessment focuses on technical behaviour, system performance and interaction with existing GEOINT workflow requirements. The initiative does not aim to deploy an operational capability, but to generate structured evidence to support institutional evaluation.

Preliminary Market Consultation for the provision of Artificial Intelligence (AI) Road Pavement Condition Rating and associated Road Asset Survey Services
The RMO is undertaking a process to incorporate AI into Road Asset Management practises in Ireland, in key areas such as image recognition, autonomous data analysis, technology and applications. The Road Management Office (RMO) intends to run a competitive procurement process for the establishment of a Multi Supplier Framework for the provision of Artificial Intelligence (AI) Road Pavement Condition Rating and associated Road Asset Survey Services in 2026. This will result in the establishment of a Framework Agreement available for use by framework clients . As part of this process the RMO is undertaking an analysis of market capabilities, technologies and systems available, processes currently in use, and general market dynamics. Our aim is to establish a fit for purpose Framework Agreement for the provision of Artificial Intelligence (AI) Road Pavement Condition Rating and associated Road Asset Survey Services for the proposed term 2027 to 2031. Please note that this is not a tender competition and we are not seeking tenders at this stage, it is purely an information gathering exercise seeking the views of market operators on possible approaches that may be taken in any potential tender process.

Fully Managed Offsite Service Providing Direct GP Access to AI Cardiac Ultrasound (AICUS) with referral service on behalf of St Vincent's University Hospital
SVUH has recognised the need to improve access to cardiac diagnostics at the primary care level, in line with national policy recommendations supporting GP direct referral to echocardiography. This initiative aligns with the HSE’s strategic objectives under Sláintecare to shift appropriate care from acute hospital settings to community-based services, thereby improving patient outcomes and reducing waiting times. Advances in artificial intelligence (AI) applied to cardiac ultrasound imaging present a significant opportunity to enhance access to diagnostic-quality imaging for a greater proportion of the population. This will empower GPs and their patients to proactively assess heart health and assist in ensuring all patients are facilitated in early identification and treatment of established or emerging heart disease. Under appropriate clinical guidance and governance, this has the potential to shift the model of delivery of cardiovascular care to a proactive model, where emerging problems are identified and treated at an earlier stage than has previously been feasible. The purpose of this procurement is to appoint a single service provider to deliver a comprehensive, end-to-end managed service that encompasses all aspects of service delivery, including facilities, staffing, equipment, handling software and AI-enabled software, referral and IT infrastructure, clinical governance, and reporting. The service will enable GPs to refer patients directly for AI-assisted cardiac ultrasound, with results reported back to the referring clinician in a timely and secure manner. The managed service may be handed over to HSE authorities following the end of the term of any contract resulting from this CfT. The Contracting Authority has internally documented the budget for any expenditure on the Services to be covered by the proposed Service Contract to amount to some EUR 667,621.48 (excl. VAT) over the Term, excluding any possible extensions. Tenders which surpass this amount may be rejected. The estimated value specified below in this CfT is a rounded-up figure.
