Dublin Port Company has awarded a tender for corporate finance advisory services to develop a comprehensive funding strategy supporting the successful implementation of DPC’s capital programme as set out in Masterplan 2040. The strategy should address DPC’s future financing needs in line with its corporate strategy and financial projections. The approach must embed ESG (Environmental, Social, and Governance) priorities throughout and seek to ensure that DPC has access to the widest pool of possible investors. Key elements will include: Analysis of DPC’s historic financials, financial projections, existing funding structure and financial covenants; Evaluation and assessment of alternative financing options relevant to DPC’ capital investment programme, including green bonds and sustainability-linked financial instruments; Development of a detailed funding roadmap, outlining a pathway for securing the necessary capital to deliver DPC’s capital programme, aligned with shareholder expectations; Integration of ESG criteria into funding decisions, reflecting the increasing importance of sustainability in investor and shareholder expectations and regulatory requirements. This Framework was awarded on foot of the Supply Line Qualification System operated by Achilles on behalf of Dublin Port Company

The Port of Cork Company (PoCC) wishes to establish a Single Party Framework Agreement for the Provision of Legal Services in relation to Ringaskiddy Projects. PoCC will require third party funding and a construction works contractor(s), it is anticipated that the services required will include (but are not limited to) the following: Banking and Finance, Commercial Contracts, Competition and Joint Ventures, Construction Law, Capital Markets and Public Procurement The successful tenderer will work closely with the Port of Cork’s financial advisor and Law Agent in relation to the legal issues arising out of an assessment of preferred financial and funding options. In addition, the preferred supplier will advise on all aspects of the proposed construction works procurement framework(s) that will be used. Other advices may be required depending on consenting decisions of An Coimisiún Pleanála, Cork County Council, the Maritime Area Regulatory Authority and the Environmental Protection Agency. This RFT applies to the provision of legal services in relation to Ringaskiddy projects only.

2025/006 Establishment of a multi-party framework agreement for the provision of legal services relating to Enterprise Ireland’s investment in Irish and international private equity and venture funds
Enterprise Ireland (EI), with funding from Government, has invested in five Seed and Venture Capital (SVC) Schemes since 1994 to help ensure that there is both an available and effective overall funding ecosystem for high growth companies and to address market failures in this area. The investment provided by these SVC Funds has supported a significant number of indigenous Irish companies over the years with more than €1.4bn invested in over 600 Enterprise Ireland supported companies to the end of 2024. On the 15th August 2024 the Minister for Enterprise, Trade and Employment announced a sixth Seed and Venture Capital Scheme. The new Scheme has an increased allocation of €250m to be committed over the lifetime of the Seed and Venture Capital Scheme (2025-29) (the “Scheme”). In addition to these, other similar Schemes may be launched by Enterprise Ireland during the life of this Framework. The framework agreement will be established principally to provide legal services with respect to two areas: (i) Enterprise Ireland’s commitment to funds under the Seed and Venture Capital (“SVC”) Schemes and Advice in relation to venture capital and private equity entities and instruments. Establishment of a Multi Party Framework Agreement for the Provision of Urban Design & Infrastructure Planning (UDIP)
The LDA has recently established a Land Activation Team (LAT) within the wider LDA Property Function. The role of the LAT is to support the unlocking and enablement of large, complex regeneration and/or urban expansion sites. The LDA will seek to conduct extensive due diligence, feasibility analysis, capacity testing, and preparation of appropriate plans (Framework Plans, Masterplans, detailed planning schemes etc.) on these sites together with the provision of infrastructure planning, phasing and delivery and economic modelling. Delivery of new high-quality communities and places to live, work and play with an emphasis on high quality urban design and placemaking will be a central consideration. Equally, ensuring financial sustainability, viability and deliverability will be critical considerations in all schemes. The first award of the new established Framework will be for the Lands owned by the LDA at Lissenhall, Swords, Co. Dublin. The LDA proposes to appoint a multidisciplinary, urban‑design‑led consultancy team to prepare a comprehensive baseline assessment, preliminary capacity/framework plan and a detailed Masterplan and Infrastructure Delivery Framework for approximately 96 hectares of land at Lissenhall, Swords, Co. Dublin. The overall aim will be to produce a deliverable, infrastructure‑led Masterplan and statutory‑grade Infrastructure Delivery Plan that supports large‑scale, mixed‑use and/or residential development, integrated infrastructure provision, sustainability outcomes, and long‑term stewardship with the identification of a potential Phase 1 development area. This shall be based on evidence, statutory and infrastructure constraints, and programme logic to be validated through the relevant statutory and LDA governance processes. This Competition offers interested service providers the opportunity to participate in a competition for a place on a single-party framework agreement (the “Framework Agreement” or “Framework”) for the design and delivery of Enterprise Ireland’s CFO programme and management of associated advisory and leadership supports. The initial contract is for programme design, the delivery of two (2) cohorts of the CFO Programme; an option to deliver internal training to Enterprise Ireland’s Development Advisors and masterclasses to Enterprise Ireland’s wider client base along with the option to deliver further cohorts over the duration of the framework. The CFO programme aims to provide a world-class leadership programme for CFOs of participating companies to enhance their leadership and strategic finance capability along with ambition and confidence to deliver financial strategies to grow and scale a business globally. The programme will develop a cohort of ambitious, confident and competent CFO’s who are capable of leading finance functions of scalable, innovative companies, that can sustainably scale by up to 10x and grow exports and jobs in Ireland. Provision of Vehicle Leasing and Fleet Management Services for Dublin Port
Dublin Port wishes to establish a single party framework agreement for the provision of vehicle leasing and fleet management services. In order to achieve commitments to operational continuity, safe and sustainable port-city relations and compliance with the requirements of the Clean Vehicle Directive, Directive (EU) 2019/1161, Dublin Port Company require the services of a suitably qualified and experienced fleet management company. Requirements will include disposal/recycling of the existing light commercial and passenger car vehicle fleet within the next 2 years and replace with an energy efficient EV, or alternative clean vehicle, LCV/passenger car equivalent. In addition, future management, replacement and disposal of the retained vehicle fleet is a requirement. The replacement interval/timings will be based on the priorities as per table below. The Contracting Entity currently operates a fleet of 24 vehicles which include passenger vehicles and light commercial vehicles which are currently owned and management in-house. The current vehicle fleet operates between 07.00 hours and 19.00 hours, within the confines of the Dublin Port estate the majority of the time, however on occasion may be required to travel outside of the port boundaries to facilitate working requirements (Dublin Inland Port, etc.).
