The objective of this QSQ is to qualify Applicants onto the Qualifications System for the manufacturing and supply of Polyethylene (PE) Pipe, Fittings and Valves for Gas Networks Ireland. The proposed supply requirements are to be divided into four (4) separate lots as detailed below: • Lot 1 (PE Pipe 90mm - 400mm) – Manufacture and supply of PE pipe for gas. • Lot 2 (PE Pipe 20mm - 63mm) – Manufacture and supply of PE pipe for gas. • Lot 3 (PE Fittings) Manufacture and/or supply of PE Fittings for gas. These include but are not limited to PE; caps, couplings, elbows, equal tees, flange adaptors, reducers, tee branch saddles, tees, tapping tees, G clamp adaptors, multi tap tees, branch saddles, bends, unequal tees and end caps. • Lot 4 (PE ball valves) – Manufacture and/or supply of PE Valves for gas. These include but not limited to valves ranging in size from small diameter 20mm to larger diameters up to 315 mm. Please note: Lots 1 and 2 relate to manufacture and supply requirements. Lots 3 and 4 relate to manufacture and/or supply requirements. The requirements for the manufacture and/or supply of pipes, fittings and valves under this Qualification System will include arrangements for delivery to various stipulated depot destinations on the island of Ireland and the ability to operate a national distribution network. Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may modify the Qualification System to reflect changes in its requirements. Such modifications may include changes to the pipe diameter and pressure rating which may result in an increase to the pipe size, wall thickness and pipe properties or specification and the provision of services or additional supplies associated with such changes. The Contracting Entity will also seek similar changes to pipe fittings and valves. The conditions under which such an option may be exercised by the Contracting Entity will be outlined in the relevant call off competition document. The Contracting Entity also reserves the right to add additional lots to the Qualification System. Applicants may apply for qualification in one or more lots. At the discretion of the Contracting Entity a full site visit and audit of the prospective Qualified applicants supply chain manufacturing facility(s) will be carried out to validate and support their pre-qualification submission. In the event of a site visit and audit being carried out to pre-qualify the Supplier must successfully pass this site inspection audit. It is envisaged that the scope of products and services of the initial Call for Competition to be drawn-down under the Qualification System will be, but not limited to; PE pipes, fittings and valves and will cover the following: 1. Standards: • Gas - as per I.S. EN 1555 or equivalent. 2. Indicative Diameter Range: • PE pipe, fittings and valves ranging in size from small diameter 20mm to large diameter 400 mm pipe and fittings. 3. This is a request for information of a system that includes tools for both curriculum and schedule planning work in a university context. With this RFI Aalto University is seeking information on suppliers interested in delivering the services described. Aalto University is a foundation university as provided in the Universities Act (558/2009) and started operations at the beginning of 2010. Aalto has six schools and approximately 20 000 students, 4800 staff of which over 400 are professors. Aalto’s curriculum planning process involves our 3,100 academic staff members including 120 programme directors, supported by 100 curriculum planners in the learning services. The work covers over 80 degree programmes, 700 study modules and 3500 study units. Curriculum data is updated based on the length of the curriculum period, which is currently two academic years. Aalto’s scheduling process involves the aforementioned 3,100 academic staff members, 66 timetable planners, and 3 room booking system admins. The planning encompasses classes for 16 184 students in 250 spaces. With the forthcoming procurement and contract our goal is to establish a long-term partnership with a supplier who can cater to our evolving curriculum and schedule planning needs in alignment with our strategy in an agile manner. REQUIREMENT FOR THE SYSTEM CONTAINING CURRICULUM AND SCHEDULE PLANNING TOOLS Aalto University needs a system primarily for schedule planners, curriculum planners, and teachers to efficiently draft and publish curricula and timetables collaboratively. The desired system should also provide comprehensive analytics and reporting tools to support management with strategic activities on all levels of the university, such as programme directors and department heads for degree programme -level planning, deans for school-level planning, and various members of steering groups for Aalto-level planning. The system should provide advanced contemporary solutions for curriculum mapping and automatic scheduling. The system should be a finished product that has been in active use for several years in the higher education sector. Please see attached Appendix 1 for providing a general description about the procurement and our aims towards the procured service. The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a globally active company that supports the German Government in achieving its goals of international cooperation for sustainable development and has been implementing projects and programs in various thematic areas worldwide for many decades. This is done primarily on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), but also on behalf of other federal ministries or the European Commission. GIZ also works for international development agencies, financing institutions and governments of partner countries. At present, more than 24,000 employees are supporting around 2,000 projects in around 120 countries in Africa, Asia, Latin America and Europe from the head offices in Bonn and Eschborn and from more than 80 GIZ country offices in the partner countries. The Competence Centre Digital Societies (CC), located in the GIZ Sectoral Department (FMB), has the mandate of providing advisory services to GIZ projects on their use of digital technologies. One area of advisory services deals with data. The Data Service Center (DSC) is one out of six subteams within the CC that was created in 2022 and is headquartered in Eschborn in Germany. As an internal service provider, the DSC can be commissioned via the Portal for Internal Customers (PiK). The DSC supports GIZ projects across the globe in using data along the entire data life cycle - from data collection, data storage, data analysis to data visualization. With this, the DSC is providing centralized standard M&E data services and solutions instead of individual, isolated stand-alone products which would not contribute to the overall efficiency of projects. The specialists working at the DSC have expertise in artificial intelligence, geodata and monitoring and evaluation (M&E). For this specific tender, the DSC is searching for support in M&E. In the area of Monitoring and Evaluation (M&E), the DSC provides methodological and technical advisory services to support the design and implementation of digital monitoring systems in development cooperation projects. This includes advice on monitoring concepts, indicator frameworks, data requirements, and suitable digital toolsets, as well as roadmaps for integrating digital M&E into project planning and partner arrangements. The DSC focuses on the configuration of end-to-end monitoring solutions along the data lifecycle, including data integration from primary and secondary sources, data management, quality assurance, and reporting structures.
