Promoting the EU-Kenya Partnership through strategic communications
This contract aims to increase awareness, understanding and positive recognition of the EU and to foster trusted relationships with key audiences and partners in Kenya through impactful strategic communication. Activities under the contract will be designed to position the EU as a trusted partner on key priorities that matter to people in Kenya, and demonstrate the EU’s positive offer through the tangible investments of the Global Gateway and related initiatives through NDICI Global Europe (2021-2027). Activities under the contract must also be in line with the EU’s communication priorities and guidelines. Strategic communication activities under the contract mainly comprise of large public awareness campaigns. Services sought include data gathering, research and analysis, creative design and planning, production, placement and roll-out of campaigns and finally measuring and reporting on impact amongst the defined target audiences of such campaigns.

Communications Campaign on the Benefits of Learning Irish in English-Medium Schools
We are seeking a creative design/ communications agency to design, develop, and deliver a comprehensive communications plan and campaign aimed at English medium primary and post-primary schools, parents, student teachers, as well as higher education institutions. The campaign will promote the role of the Irish language in national cultural identity and highlight the wide-ranging benefits of learning and speaking the language for every pupil and young person, regardless of background or profile, including cultural, linguistic, social, professional, and economic benefits. Objectives • To raise awareness of the importance of Irish as a core element of cultural identity • To positively influence attitudes towards the learning and speaking of Irish among pupils and young people • To communicate the social, linguistic, and economic benefits that learning and speaking Irish can offer every pupil and young person • To create engaging, age-appropriate communication materials targeted at teachers/student teachers, pupils/young people and parents in English-medium educational settings Scope of Work Communications Plan The successful company will: • Develop a strategic communications plan targeting: • English-medium primary schools • English-medium post primary schools • Higher education institutions and student teachers • Identify key messages, audiences, and delivery channels. • Propose innovative and effective methods of engagement. Campaign Development and Delivery • Design and implement a multi-channel communications campaign. • Produce a suite of materials, including audiovisual content and supporting resources. • Ensure all content is accessible, engaging, and suitable for use in educational settings. Video Production A central deliverable will be a series of short high-quality videos that will: • Explore the advantages and benefits of learning Irish in English-medium primary and post primary schools • Follow a clear narrative/storyline from the perspective of pupils progressing from primary to post primary level • Reflect authentic pupil and student voices and experiences. • Highlights real-life opportunities linked to Irish (e.g., careers, social connections, cultural participation). • Be suitable for use across digital platforms, classrooms, and presentations. Additional Campaign Materials The company will propose and develop additional mediums to support and amplify the campaign message. Mid and East Antrim Borough Council will lead the delivery of a PEACEPLUS Local Community Action Plan for the Borough to promote positive relations between people from different backgrounds and communities. The PEACEPLUS Local Community Action Plan will support a number of programmes or initiatives across three key themes, Local Community Regeneration and Transformation, Thriving and Peaceful Communities and Celebrating Cultures and Diversity. The Client invites tenders to provide the service for an ICT for RIBA stages 1-6 to help deliver 12 capital projects within the Mid and East Antrim Borough Council Local Community Action Plan. The project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The project is for the provision of an Integrated Consultancy Team (ICT) who must work with the Capital Works Manager, Capital Works Team or their designate to ensure all duties required under this appointment are being carried out to the satisfaction of the Employer. The project shall be responsible for the design and project management of the 12 projects as part of the Council's PeacePlus funding. The project will be from RIBA stages 1-6, including a feasibility study of the 12 projects submitted as an expression of interest to Peaceplus. These comprise 3 larger projects which have a maximum spend of £200,000 and 10 smaller projects which have a maximum spend of £30,000. The ICT is to attend each project and provide costs associated with it and comment if the works proposed in the group's expression of interest are feasible for the budgets set by SEUPB. Following a gateway approval stage from council / SEUPB the ICT will develop designs for each project, submit and achieve statutory approvals and issue tender documents for the successful projects. ICT will assume 12 projects will be successful to the construction stage.

Provision of research and evaluation services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme
Creative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project. The successful tenderer is expected to develop a community of practice of the embedded evaluators group via 3-4 meetings per year to ensure a consistent approach to evaluation at project level. * Leading a workshop around evaluation methodologies and support in clarifying project outputs and outcomes for the embedded evaluators in 2026. * Regular update meetings between the Creative Ireland team and the successful tenderer, approximately 4 meetings per year, will be scheduled throughout the life of the contract * Focus Groups with participants across all projects. These focus group may be made up of different disciplines, difference themes, geographical relevance etc. 5-6 different focus groups are anticipated. * One-to-One interviews with a broad cross section of stakeholders. This stakeholder group will be selected in collaboration with the Creative Ireland team, and it is anticipated that approximately 20-30 interviews will be undertaken. * Coordination with other Creative Ireland evaluations (e.g. Shared Island) to ensure that participants in projects are not being evaluated by multiple different sources
