10004174 - Engineering support for the development of up to three PtL pilot plants in up to three countries
The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. For one partner, the services may further include support during the FEED/EPC tendering process, including bidder communication, clarification support, qualification and bid evaluation assistance, preparation of evaluation notes and support during negotiations. Throughout implementation, the contractor shall also provide cross-cutting knowledge exchange, monitoring, reporting, backstopping and coordination services.

Stage machinery Studioscenen
The tender contest is for the replacement of the upper stage machinery at Studioscenen at Dansens hus in Oslo, according to the Technical Specification. The current system is nearing the end of its lifetime. In addition, the system is limited in functionality, lacks positioning and load monitoring, and does not meet the current security requirements. Other targets for the upgrade include: * Several options/points for suspension. * Simple changes and shorter restructuring time between productions. * Better working environment. It shall not be necessary to use a lift to move hoists or suspension points. * Possibilities for movement during performances. The project consists of two parts: 1. Construction work consisting primarily of changes to the steel structure in the roof as well as moving building technical installations. 2. Engineering design, production and installation of the stage machinery. Each project part is a turnkey contract where the turnkey contractor has the full responsibility for engineering design, planning, production, installation, testing, training and documentation. This competition is for project part 2, delivery of the stage machinery. The planned solution is based on a system with traditional stage features with the addition of point stretches. There will be up to 16 stage covers, 2 side covers and 4 courts for a variable number of concentrated stretches. The pulley rods are to be carried by four steel wires or steel band. A steel construction dedicated to the stage machinery will be installed by another contractor. The existing HEA beams will be disassembled. Eight new beams will be assembled in the hall ́s longitudinal direction, placed so that four are used for stage stretches and four for concentrated stretches and/or other temporary equipment. The machinery will be located above the balcony on one side of the stage. A dividing wall will be set up to create an engine room and screen for sound between the winches and the stage. The entire system, including the pulleys and control system with security functions, shall be constructed in accordance with the norm NO-EN 17206 "Event technology, machinery for stages and other production areas, Safety requirements and inspections". The installation shall fulfil relevant EU directives, including directives for machines, low voltage and EMC. The European Central Bank (ECB) is seeking suitable candidates through this Call for Applications that will be invited to participate in the negotiated procedure and to submit a tender for the framework agreement on Art Consultancy Services. The ECB is looking for suppliers who can provide the ECB with art consultancy services (hereinafter referred to as the “Services”) related to: - Curatorial tasks in German and English language (i.e., professional advice on art activities), - Event and art-related project management and its implementation, - Organization and delivery of guided tours in German and English language, - Art related administrative tasks (e.g., managing the art database, using the record management platform for filing documentation, etc). In particular, the supplier should support the ECB with consultancy services in curation, purchasing of art and the management of the existing ECB Art Collection, comprising around 900 artworks, as well as the organisation and execution of art projects and exhibitions. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones in English language: General tasks (no specific output): - Prepare annual reports - Collect data for project monitoring following the guidance by the project M&E specialist - Support in the organization of missions and delegation visits (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ, BMZ) - Ad-hoc preparation of targeted updates for requests (e.g. from BMZ) - Contribute to the strategic development of the project approach and partnerships - Participation in project management and coordination meetings - List all inventory items immediately after procurement in a shared document on MS-Teams with GIZ project administration. Work package 1: Development partnerships with lead firms for improved competitiveness The contractor will prepare and facilitate "development partnerships with the private sector" (DPP) between private sector companies in the selected blue value chains and GIZ. The objective of the DPPs is to overall strengthen the competitiveness of partner companies and thereby improve sustainability of the value chain. The selection of the DPPs will be subject to review and approval by GIZ. The contractor will implement GIZ"s contribution to the partnerships as well as the supervision and monitoring of the overall partnership activities. The contractor will implement 10 partnerships with improvements in 2 out of 4 criteria: (1) increased production; (2) increased turnover; (3) new customers; (4) new products in the market. In alignment with GIZ"s "Bankability Process Guidance", the contractor is expected to review and assess the bankability levels of the lead firms, prepare and define their bankability/investment plans and, finally, provide the necessary support in their matchmaking preparation with commercial banks, concessional capital funds, investors, and others. Bankability support facilitates particularly the first two criteria and enhances the sustainability of the work package, which includes an improved business plan, organization of financial planning and accounting documents, participation in business coaching and in matchmaking events or bilateral negotiations with financial institutions and impact investors. Work package 2: Smallholder participation in markets is sustainably increased The objective of the work package is to increase the competitiveness of smallholder producers and to sustainably include them into the value chains of tilapia-aquaculture, artisanal salt production, seaweed farming and artisanal shrimp fishing. The contractor will identify regional production clusters for the selected value chains within the geographical scope of the project, namely: Sofala (coastal districts of Beira, Buzi, Dondo, Machanga); Inhambane (coastal districts of Zavala, Inharrime, Jangamo, Inhambane, Murrumbene, Massinga, Vilankulos, Inhassoro, Govuro); Nampula (Mossuril; Ilha de Moçambique) as well as along the Zambeze River Basin in Tete (Cahora Bassa), Zambezia and Sofala. The regional production clusters will be assessed and rated according to their potential to develop into coordination and service hubs for key actors in the region. Overall, a total of 5.000 smallholder producers will benefit from technical and entrepreneurial training and coaching systems. The goal is to successfully establish and / or strengthen 1.500 smallholder producers by the end of the project, achieving improvement in 2 out of the 4 criteria: (1) investments into their production (e.g. purchasing services, quality inputs, diversification of production, implementing record keeping); (2) increased productivity; (3) increased employment of seasonal workers; (4) improved level of formality of the business. Work package 3: Strengthening input and service provision in the selected value chains The objective of the work package is to train 250 MSME and to improve the competitiveness of 50 MSME that impact the selected value chains. The result is expected to be mainly achieved through business coaching and bankability measures. This work package is split into the following phases (partially in parallel): 1. Needs assessment for service provision for each partnership and target region. 2. Participatory concept development for the work package, involving IDEPA, local authorities and value chain actors. 3. Identification of suitable MSME for training. 4. Identification, preparation and implementation of trainings and coachings necessary to strengthen the service network. Work package 4: Market access and market development The objective of the work package is to increase national demand and market access through marketing campaigns. Together with implementing partners and the responsible government entities, the contractor will identify 2 products that can greatly benefit from positive marketing. They will design and implement a marketing campaign to improve the market uptake of the selected products. Work package 5: Certification & quality management The objective of the work package is to increase international market access and access to finance through certification in support of the competitiveness of companies and producers. In collaboration with IDEPA, the National Institute for Fisheries Inspection (INIP) and other relevant actors, the contractor will analyze the certification needs and priorities in each value chain. Direct certification support to private sector can be covered in DPP work packages. For fisheries and aquaculture, only schemes accredited by the Global Sustainable Seafood Initiative (GSSI) will be supported. The work packages are described in more detail on page 9-15 of the ToR.

GIZ is seeking to contract an international service provider to deliver "Technical support for bio-diversity conservation and the well-being of populations in Côte d'Ivoire". The contracting party will be in charge of achieving the following four major outputs : The service provider will be responsible for implementing output 1 in the Bossématié region. To improve regional planning and management of natural resources, it will support the establishment of a multi-stakeholder platform and provide technical assistance. To ensure the sustainability of the action, the platform will be managed by a local decentralized authority such as the Indénié-Djuablin region. The contracting party will also provide support for the Regional Council of Indénié-Djuablin in natural resource management planning. To achieve this, structuring activities, such as the participative preparation of a land-use plan (spatial plan with land use, monitoring of forest cover etc.), the operational development planning (aka "green planning") and the implementation of a geoportal, at regional and/or departmental level, will be focused. On a local level, the service provider will assist communities and local authorities in the process of implementing local agreements in areas bordering the Bossématié nature reserve. Local agreements will be a key element in the sustainable management of natural resources and the protection of biodiversity. Once they have been negotiated, action plans will be drawn up, which will provide a framework for all measures implemented with the support of the project, particularly in the areas of agriculture, biodiversity and reforestation. Regarding output 2 "Management of protected areas", the service provider will strengthen capacities of the conservation authority OIPR to improve their biomonitoring and surveillance systems, climate change adaptation, complaints management procedures and management of marine protected areas. Furthermore, local authorities, public institutions and private individuals will be supported in their efforts to preserve forests or Other Effective Area-based Conservation Measures (OECM). This includes the creation of voluntary nature reserves and ecological corridors between protected areas and other natural or semi-natural areas. While the activities in favour of the reinforcement of ecological connectivity are limited to the Bossématié region, assistance to OIPR will be provided in all project regions. The service provider will also implement output 3 "Agroecological innovations and agroforestry" in the Bossématié region. In order to establish agroecological production systems, it will first provide technical support to local communities in identifying and developing agroecological production sites. Thereafter, the service provider will design and implement an extensive program of awareness-raising and technical and organizational capacity-building to launch agroeco-logical production in these selected sites and to promote agroecological processing. Emphasis will be placed on the interests of women and women's cooperatives. The contracting party will also support the development of agroforestry in rural communities in the Bossématié area. By responding to the need for reforestation, agroforestry rehabilitation of riverbanks, income diversification, improved soil fertility and zero deforestation cocoa farming, this package will build the technical capacity of farmers and local service providers in terms of agroforestry innovations. Contributing to output 4, the service provider will strengthen the capacities of regional and national actors in terms of biodiversity protection. In collaboration with relevant state entities, it will provide specialised expertise to communities and forest or reserve managers to help them leverage biodiversity and climate finance mechanisms such as payments for ecosystem services (PES), carbon markets or the Green Climate Fund. To do so, the feasibility of PES projets is evaluated and technical guidance is provided to project owners throughout all stages of project development, up to the finalisation of financing agreements. Furthermore, the service provider will assist relevant state institutions to implement and monitor the NDCs in the AFOLU sector and to further operationnalize the existing agroforestry MRV system, including the dissemination of emission reduction results on the dedicated platform.

7000001904 - Consultancy to implement output 2: The access of refugees and host communities to sustainable energy services has improved (Energy Component)
Services under Output 2 aim to increase electricity access, promote modern cooking solutions, facilitate productive-use of energy (PUE) applications, strengthen private-sector participation, and enhance local technical and institutional capacities. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. Building on this evidence, Output 2 will support a Results-Based Reimbursement (RBR) mechanism to incentivize private-sector investment, linking payments to results such as household and enterprise connections, cookstove deployment, and PUE installations. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Community feedback mechanisms, baseline, midline, and endline evaluations, and adaptive management processes will ensure accountability, evidence-based adjustments, and continuous learning. By 2028, Output 2 is expected to expand energy access to approximately 90,113 refugees and 60,076 host community members, including at least 75,095 women. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Sustainability is central to Output 2, combining evidence-based market interventions, technical support, infrastructure development, PUE promotion, clean cooking, gender inclusion, and rigorous MEAL processes to ensure long-term, self-sustaining energy markets. The services deliver a neutral, evidence-based, and coordinated set of interventions to transform energy access in Kenya"s refugee-hosting regions.
