Project Management Led (PM) Multi Disciplinary Team for MMP Raheen
IDA Strategic Property Team recently carried out an Area Based Traffic and Transport Assessment in Raheen to determine the key infrastructure measures required in Raheen Industrial Estate and its wider infrastructure network to tackle existing and future constraints in transport capacity to plan for future levels of development to facilitate projected growth in population and employment and to cater for and encourage sustainable mobility. Following on from this study, IDA Strategic Property Team is now seeking to appoint a Project Management Led Integrated Team to undertake and provide a site wide Mobility Management Plan. The Project Management led Design Team will manage and provide all relevant consultancy services with respect to the study, analysis of findings and future recommendations in relation to the Mobility Management Plan. In line with IDAs current strategy Adapt Intelligently A Strategy for Sustainable Growth and Innovation 2025-29, delivery of this project aims to assist in reducing IDA Ireland client carbon emissions. The study shall be informed by the emerging Transport Strategy for the Park which outlines multi modal short, medium and longterm solutions to enable sustainable growth. The appointed Consultant should consist of suitably qualified and experienced resources which can cover strategic planning, stakeholder engagement, behavioural change, and technical delivery. Key personnel should include, Project Director Manager, Transport Planner, Mobility Management Specialist, Stakeholder Engagement Lead, Data Analyst GIS Specialist and any specialist advisors required for the successful delivery of the project.

The Netherlands Enterprise Agency (RVO) is preparing a Tender for the execution of Seabed Morpholgical and Scour Assessment Study for Doordewind Wind Farm Zone. The objective is to conduct a study, by utilising available data from surveys and other sources of information, to improve the understanding of the seabed morphology and morphodynamics of the Doordewind Wind Farm Zone. The study will consist of analyses of the autonomous seabed dynamics and also the potential for scouring that is to be expected as a result of the installation, and operation and maintenance, of offshore wind farm infrastructure at the sites. -

Project Management Led Multi-Disciplinary Team for Construction Consultancy Services
The IDA Raheen Business Park is located on the southern fringe of Limerick City approx. 5kms from the City Centre. The Park is accessible from the nearby M20 Motorway and has two main access routes which include the predominant access from the Ballycummin Road off the M20 while the R526 road provides secondary access to its northwestern entrance. In recent years with the continued growth and development of the IDA Raheen Business Park, issues with traffic and congestion have become more pronounced and it is a significant concern for many of the tenants in the park. The daily staff volumes and freight movements are significant, leading to pressures on transport infrastructure and parking facilities as continually highlighted by current tenants. The Raheen area faces challenges related to car dependency, limited public transport options, and growing traffic congestion and those effects are felt within the IDA Park. In May 2024, a Transport Strategy for the park was commenced. The aim of the Transport Strategy was to provide IDA with a robust, evidence-based framework for advancing sustainable transport solutions that support both IDA objectives and the growth ambitions of tenant companies. From consultation with tenants, the Local Authority and stakeholders, combined with the findings of the ABTA, and to allow for continued expansion of the Park a Mobility Management Plan Framework is now being established and its implementation will be coordinated on the Park over the next 5 years. In addition to the MPPF, the Transport Strategy (informed by the ABTA) provided several preferred options which included a long list of infrastructural interventions which could be broken down into 3 categories. 1. Active Travel Options 2. Public Transport Options 3. Access and Capacity Option This Call for Tenders concerns 4 separate key priority items from the Access and Capacity Options recommendations to be delivered; they include the following: 1. Part Time Signalisation of Roches Avenue Roundabout in the PM Peak 2. Bypass Lane on Southern Arm of Roches Avenue Roundabout 3. Provision of Pedestrian Crossing and Lighting at Roches Avenue Roundabout 4. Provision of 2 x Pedestrian Crossing and Junction Upgrade at National Learning Centre. Day centre transport by minibus of persons with dementia and disabilities.
PURPOSE AND SCOPE The aim of the procurement is to cover the need for transport services, including drivers and auxiliary zones, to and from day activities and senior centre offers in the district. There are 19 people with normal driving who need daily transport. This can be changed over time and changes will be reported once per ocean year. The maximum number of persons will not exceed 25. All transport shall be carried out by vehicles that are powered with electricity or hydrogen in order to reduce CO2 emissions and contribute to Oslo municipality ́s green profile. From 01.01.2025, all deliveries/assignments for Oslo municipality where transport is a part of the service, shall be undertaken by using zero emission (i.e. battery electric or hydrogen) or biogas technology that as a minimum fulfils euro class 6/ VI. The contract has an annual estimated value of NOK 1,500,000. The contracting authority draws attention to the fact that the estimate is based on previous consumption, historical data and the expected future need. This contract is valid for up to a maximum value of NOK 6,000,000, including any option for a 2 year extension. The estimate is only a guideline and is without obligation for the Contracting Authority. Transport of up to 19 people with up to 4 wheelchair users is required. The number can be changed with each new order made every six months. The change can be both a reduction of persons with a need for changing the number of wheelchair users, changing the number that shall be transported in the form of reduction and increase. An increase will normally not be more than 2 - 3 persons. The contracting authority envisages that two vehicles will be used for the assignment. According to the oslo municipality's rules, none of the vehicles can use fuel that is used. In addition to the drivers, the tenderer must offer a permanent person/helper who shall assist in transporting the users. An attendant from the day centre will also assist with the transport. The urban district orders day centre places every half year according to the district ́s need, and the district will notify the carrier of any changes when the order is made. The district has a maximum need of 12 places at Sofienberg day centre plus an attendant from the day centre and 7 at Økern day centre plus an attendant from the day centre. However, this may change over time. See the description of changes to the number of persons with a need for transport in point one. In total, Økern day centre has day places for 7 users with dementia, and Sofienberg day centre has day places for 12 users. The users shall be picked up and delivered all business days outside of Saturday and Sunday. Tenderers shall ensure daily transport of elderly persons between their residence and the following two day centres: Økern Day Centre (Kingosgate Residential and Rehabilitation Centre), Kingosgate 14-16 Sofienberg day centre (sofienberg centre), Helgesensgate 62. To and from Økern Day Centre: · 08:30 with 1 bus that picks up day centre users at their homes and drives them to the day centre within approx. 09:00. They will not be picked up at home until 08:30. · At 14:00, one bus will be picked up for the same people at the day centre and drive them home. To and from Sofienberg day centre · 09:00 with 1 bus that picks up day centre users at their homes and drive them to the day centre within approx. 10.00. · At 14:45 a.m., one bus will pick up the same people at the day centre and drive them home. There are up to 19 persons each day who shall be picked up and driven to the day centre. The number of persons going to Økern day centre and Sofienberg day centre will vary. The parties to the contract can reach agreement on other times. If the opening hours are changed, the date of transport to and from can be changed accordingly. Both centres are closed on weekends, public holidays, Christmas Eve and New Year's Eve. Before the assignment, employees at the day centres will make the tenderer aware of the needs of each user so that the transport can be adapted to this. It can, for example, be whether the user uses a wheelchair, type of wheelchair, any need for stair climbers, a need to be followed to the entrance door etc. Tenderers will get lists from the day centres with an overview of each user, addresses, any changes to lists and other necessary information about users. There will be some waiting time for the collection, as users may not always be ready on time. The users who use the tender will vary, and for this reason there will be some variation in which addresses the drivers shall collect and deliver users from. Not all users are able to walk by their own help with the vehicles. It is therefore necessary that the users are picked up as close to the entrance door as possible. Some users also have dementia and must be followed to/from a vehicle and their own home.

The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication.
