The following requirements apply to the test bench needed to operate hydrogen-powered fuel cell systems at ZAL: -The size of the expected test objects will be minimum 4 m x 1 m x 1.5 m (L x W x H). The test bench shall therefore consist of a climate and altitude chamber, the necessary aggregates to operate the fuel cell system and a ready-to-use operators user interface. -The climate and altitude chamber shall be able to simulate temperature, pressure and humidity according to International Standard Atmosphere (ISA) with a rate of change equivalent to 2.800 ft/min. -Aggregates to operate the fuel cell system shall include but are not limited to a balance of plant power supply, an electric load, a hydrogen supply system, a cooling system and an air system for the supply of the fuel cell systems cathode path. -All operational parts shall be controlled via a ready-to-use semi-automated central control system which allows the customer to run scripted test procedures as well as to use single operating points. -All legal and regulatory requirements for an operation in Europe, Germany and the city of Hamburg must be applied. -ZAL already operates supply infrastructures for hydrogen, process air, power supply etc., which will be extended to supply the test bench. The extension of the supply infrastructure is not part of this tender. The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. PURPOSE AND SCOPE The Agency for Education is responsible for the design, execution and return of municipal tests, Oslo tests, in different disciplines/skills at a selection stage in primary and secondary schools. As a part of the work on design, quality assurance, implementation and return of results from the Oslo tests, the Agency for Education wants to enter into an agreement with a professional environment who will be responsible for the subject area "reading as basic skills" from the school year 2026/2027 until the end of the school year 2028/2029 with an option for up to two years. The chosen professional environment will be responsible for designing and executing existing tests in its current form, the coming school year 2026/2027. The Following years the Agency for Education wants to further develop existing tests in cooperation with the chosen tenderer in accordance with national guidelines in the field so that the test design will benefit the Oslo School ́s need for innovation and orientation with the users of centrally given tests. The insights in NOU23 on quality shall also form the experience documentation. The chosen professional environment shall be responsible for designing, analysing and following up the tests in accordance with the Education Agency ́s needs and the requirements below in the contract period. Sykehusbygg HF uses the dRofus tool delivered by dRofus AS in its ongoing construction projects. Sykehusbygg Health Trust is preparing a new procurement of tools and services for room function and equipment planning. In anticipation of the new procurement, Sykehusbygg HF intends to enter into an ongoing assistance contract for adapting dRofus software. The contract will be temporary and it will include services such as development, configuration, project adaptation, project support and support in the period from 01.05.2026 until 31.12.2027. Background: Sykehusbygg is owned by the country's four regional health authorities (RHF), which in turn are owned by the state by the Ministry of Health and Care Services. Sykehusbygg is an internal supplier for the regional health authorities and the national health company. Auftragsänderung 1: 81307506-Set-up and management of an Expert Platform for Ukraine's EU alignment in the Rule of Law, with focus on chapters 23 and 24 of the acquis communautaire
The project in the context of which the tender is being held supports Ukraine's EU-alignment in the rule of law and in particular the alignment to the core chapters of the acquis communautaire regarding the fundamentals of the EU Membership compiled in the chapters 23 (Judiciary and Fundamentals) and 24 (Justice, Security and Freedom). To this end, the project aims to provide the necessary expertise and capacity building for relevant key stakeholders in the accession process with focus on the chapters mentioned above. The approach of the project refers to three action areas: "Expertise", "Experience" and "Exchange". The services which are put out to tender belong to the action area "Expertise". An Expert Platform as a flexible and adaptable structure will be established to mobilise the knowledge of EU and Ukrainian renowned legal experts and researchers for the benefit of the Ukrainian key stakeholders responsible for the preparation of an effective EU-alignment and the negotiation process. The subject of the tender represents the core of the Expert Platform: three pools of short-term experts are expected to be established and managed by the contractor. One short-term pool of experts with international experience (STEP) consists of 10-20 international legal short-term experts (350 working days), one STEP of experts with national experience also consists of 10-20 national legal short-term experts (350 working days) and the third STEP includes translators for English-Ukrainian-English (80 working days). As the legal short-term experts shall provide measures for capacity development as well as strategic and legal advice in the following thematic areas of the chapters 23 and 24 with regard to the rule of law, the contractor is committed to identify short-term experts with relevant expertise in anti-corruption, fundamental rights, criminal law and law enforcement with focus on organised crime as well as EU law as such. The experts shall be identified and contracted based on Terms of Reference (ToR) for each expert's assignment which are elaborated by the project with the support of the contractor, following the needs-oriented demand of the Ukrainian partners. The contracting of the appropriate short-term experts is expected to follow a defined number of working days after the submission of the ToR to the contractor. Depending on the concrete support the short-term experts should provide, the contractor is responsible for the creation of tandems, consisting of internationally and nationally experienced short-term experts working together with key stakeholders on defined reform projects incl. strategic documents. The contractor is also monitoring the work results of the expert"s tandems. In addition, the contractor is expected to organize hands-on trainings in different formats to improve the skills of Ukrainian officials, facilitating effective reform implementation with regards to specific topics of chapters 23 and 24. These trainings will be conducted by the short-term experts of the expert pools. Besides the management of the three short term expert pools, it is expected that the contractor facilitates an active exchange and networking among the experts of the STEPs. The information flow among the experts and to the responsible project staff shall be ensured and a smooth cooperation with the project staff as well. Capacity building measures will be organized by the contractor and carried out by the short-term experts of the STEPs. The contractor shall contract a Coordinator of the Expert Platform with responsibility for the overall management of the short-term expert pools (130 working days), supported by an administrative and technical backstopping structure. The Coordinator of the Expert Platform will ensure the smooth cooperation and the fulfilment of all contractual obligations such as monitoring, reporting, etc.

2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context.
