This tender competition is for the provision of Tier 2 type Alcohol services for delivery across Health Service Executive (HSE) Integrated Healthcare Areas (IHAs) in the counties of Donegal, Sligo, Leitrim, Cavan, Monaghan and Louth. This Tender relates to 4 HSE delivery Lots within Ireland. There will be a total of 9 CAWT PEACEPLUS Community Alcohol Detox+ Project delivery lot areas across the border region between Northern Ireland and Ireland (4 in Ireland and 5 in Northern Ireland). A separate tender will be carried out through Health and Social Care Northern Ireland for the other 5 delivery lot areas within Northern Ireland. This tender competition is being managed by HSE Procurement on behalf of the CAWT partnership and relates to the four geographical lot delivery areas within Ireland only (125 unique individuals per lot delivery area). For each lot, individual contracts will be finalised between the successful tenderer(s) and the Health Service Executive (HSE), Ireland.

The Business Services Organisation, Procurement and Logistics Service (BSO PaLS), on behalf of the Cooperation and Working Together (CAWT) Partnership, have published this PIN to invite interested suppliers to participate in this Pre-Market Engagement exercise who may be interested in delivering Tier 1 Community Based Early Intervention Support for Adults (HealthierFutures Programme) within the Southern Health and Social Care Trust (SHSCT) and Western Health and Social Care Trust (WHSCT) geographical areas (Northern Ireland). This opportunity has been published cross-border and in the Supplement to the Official Journal (OJ S), to ensure compliance with PEACEPLUS funding advertising requirements. Interested suppliers are invited to participate in this Pre Market Engagement by reviewing the Pre Market Engagement Paper and completing and submitting the Questionnaire (Appendix 1) via eTendersNI, Resource ID/CfT number 6505000 by the engagement deadline - 8th May 2026 at 15:00. The purpose of this market engagement exercise is to engage with interested suppliers in advance of the forthcoming procurement opportunity in order to raise awareness, gauge market interest in the provision of the services, and outline the key elements of the Service. This engagement will also enable the CAWT partner organisations that are the two contracting authorities (i.e. WHSCT & SHSCT)to obtain market insight and develop a more comprehensive understanding of the sector. The CAWT PEACEPLUS Healthier Futures Project aims to implement a model focused on addressing the effects of unhealthy environments and factors that impact on overweight and obesity such as physical activity, nutrition (Healthy Eating), and health behaviours, with the recognition that Health Literacy is integral to all three areas. Evaluation of an Alcohol Early Intervention Service for National Health and Wellbeing
In 2024, the HSE piloted a new alcohol extended brief intervention service – SAOR( Screening and Brief Intervention for Alcohol) EBI - in North Dublin.
