Applicable Procurement Framework and Legal Status This procurement is not subject to the Finnish Act on Public Procurement and Concession Contracts, as Finn Church Aid Foundation (FCA) is not a contracting authority governed by the Act. Accordingly, this procurement is conducted under FCA’s internal Procurement Guidelines and procedures, which reflect and apply the core principles derived from Finnish and EU public procurement legislation, including transparency, equal treatment, non‑discrimination, proportionality, and fairness.

Audit Services
The competition is for a new audit contract for Andøy municipality and Andøy Havn KF. The contract is for auditing accounts, performance audits and ownership control. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority.
