The work is structured in three phases: Phase 1: Inception and Review - Establish a common understanding, review prior assessments, identify gaps, and prepare a detailed roadmap. This ensures all legal, technical, organizational and institutional preconditions are in place for co-development. Phase 2: Technical Design, Co-Development, and Deployment - This phase focuses on the co-creation, design, and development of the regional prototype for selected cross-border e-services, ensuring interoperability and alignment with EU frameworks such as eIDAS 2.0 and the European Digital Identity Wallet initiative.
