Provision of ecological services to Tóchar Midlands Wetland Restoration
Tóchar Midlands Wetland Restoration seeks proposals for the provision of ecological services to support the delivery of project outputs for the restoration of wetland habitats within the EU Just Transition Territory in Ireland. The Department of Housing, Local Government and Heritage (DHLGH) was awarded funding of €12m from the EU Just Transition Fund 2021-2027 for a wetlands restoration scheme in Ireland’s Just Transition Fund (JTF) territory. Named the Tóchar Midlands Wetland Restoration Scheme, it is supporting a set of actions for wetlands restoration in a distinct area comprising all of counties Westmeath, Longford, Roscommon, Laois, and Offaly and parts of Galway, Kildare and Tipperary. The geographical area has a rich wetlands and peatlands heritage, notably of raised bogs, fens and callows. Tóchar will run until June 2027. It is managed by a small multi-disciplinary Project Team, under the direction of the National Parks and Wildlife Service, with offices in Birr, Co. Offaly. Tóchar is working across a large number of wetland sites, including fens, callows, blanket bogs, alluvial woodland, state-owned and privately owned. This particular contract will support the overall project in general, with a particular focus on wetland sites that come into the project via expressions of interest calls or via regional NPWS staff.

The framework agreement will be valid for 1 year, 2026 with an option to extend for a further 1 year + 1 year + 1 year, so that the total length will be a total of four years. The estimated total volume for the framework agreement is NOK 1,000,000 excluding VAT. NOK 130 million excluding VAT for all four years, but this is subject to uncertainty. Note that the stated total volume does not obligate the contracting authority. The total volume will depend on public grants as well as own capacity at the contracting authority.

ROR-Innkjøp intends to enter into a framework agreement for the procurement of consumables for Aukra, Molde, Rauma and Vestnes municipalities, with municipal companies, nordmøre and Romsdal fire and rescue IKS. A framework agreement shall be signed with one tenderer. The contract will be valid for 2 years, with an option for a 1+1 year extension on verbatim terms. The contracting authority expects the total scope for this tender to be approx. NOK 8.0 million per annum, excluding VAT, for the first two years. Vestnes municipality can join the option year with a total value for the option years of NOK 11.5 million excluding VAT. The total value for 2 years + option years of 1 + 1 year is estimated for the municipalities to approx. Changes in need can occur, but the framework agreement will have reached its exhaustive effect in total call-offs for up to a maximum of NOK 50 million.

The assignment is for monitoring sea acidification in Norwegian sea areas and in the coastal zone in the period 2026-2030. Bærum municipality has signed a contract for cleaning services (referred to as "Sports, bathrooms and additional cleaning"). The contract is for the following cleaning services: Regular and periodic cleaning at Bærum Sports Park ("BIP-hall" - which consists of sports halls, swimming pools and athletics buildings). Regular and periodic cleaning at Nadderudhallen (which consists of a sports hall and swimming pool). Additional cleaning at other locations. The volume for additional cleaning for other locations will vary per annum, but the estimated value is NOK 300,000 -1,000,000 excluding VAT. The maximum total amount for additional orders at other locations is NOK 8,000,000 excluding VAT. The contracting authority can give compensation free of charge for this part of the contract when the maximum amount for this has been reached. There is great uncertainty as to whether the expected amount of additional cleaning is due to the municipality ́s financial situation, thus the estimated volume and the maximum total amount is difficult to calculate. The contract value will depend on changes in the assignments, as well as the withdrawal of additional cleaning.

The objective of the procurement is to enter into a framework agreement for travel agency services in order to ensure a versatile, cost efficient and adapted system for the Defence sector ́s different users.
