The present tender aims to contract a qualified consulting firm or consortium to provide technical assistance and capacity development services that contribute to project output 1. The contractor will work closely with local authorities, decentralized technical services, and civil-society organizations across the three target regions (Assaba, Guidimagha, Hodh Gharbi). 1. Objectives of the Assignment - Strengthen the capacities of communes to plan, finance, and manage local development and basic services. - Support participatory, transparent, and gender-sensitive local governance mechanisms. - Contribute to evidence-based learning, communication, and capitalization of project results. 2. Main Areas of Intervention 1. Institutional and organizational development o Support to communal structures for planning, budgeting, and reporting. o Coaching of municipal teams on administrative and financial management. 2. Capacity development and training o Design and implementation of training programmes for elected officials, communal staff, and local associations. o Development of practical tools and guidelines for participatory planning and local service delivery. 3. This call for tenders concerns the recruitment of a consulting firm to design and implement activities for the promotion and operationalization of the ISO 56000 innovation management system standard in Côte d'Ivoire's industrial sector. The contract is part of the ProREI project implemented by GIZ in collaboration with the Ministry of Trade and Industry (MCI). The main objective is to raise awareness, train, and support industrial companies in adopting ISO 56000/56001 standards to strengthen their innovation capacity and competitiveness in the market. The assignment will last 12 months and will be implemented in several regions of Côte d'Ivoire, including Abidjan, Bouaké, San Pedro, Yamoussoukro and Korhogo. The services are divided into three phases: - Phase 1 - Preparation and Training of Trainers: Development of awareness and training materials on ISO 56000, definition of selection criteria for pilot enterprises and trainers, and delivery of a pilot training session for about 10 trainers. These trainers, in partnership with CODINORM and other public/private actors, will help ensure long-term capacity building and sustainability. - Phase 2 - Awareness-Raising Sessions: Organization of interactive sessions in several localities to familiarize about 15-20 industrial enterprises and relevant public institutions with the ISO 56000 principles, requirements and benefits. Each session will bring together approximately 30-35 participants per city. - Phase 3 - Pilot Implementation in Industrial Companies: Selection of 10 pilot industrial companies, diagnosis of their needs, adaptation of training modules, and delivery of targeted training sessions. The consulting firm will provide coaching and hands-on support for the implementation of ISO 56001 within these firms, establish innovation management structures, and develop a monitoring system for sustainable follow-up. Deliverables will include training and communication materials; diagnostic reports for the 10 pilot companies; documentation of awareness sessions and training; a monitoring system for the Ministry of Trade and Industry; and a final report with recommendations for scaling up the approach. The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) through its Skills and Market development component aims to strengthen state and private actors in their role as drivers of Market Development for Renewable Energy (RE)and Energy Efficiency (EE) in Uganda. The contractor is required to support players such as Energy Auditing Professionals, demand side energy consuming enterprises and energy managers. The support shall be in the form of training and technical assistance for access to finance as well as standardization for improving the quality of work. Through this tender, blended training shall be extended to demand side energy consuming enterprises to enable adopt energy management practices while ensuring business development growth. Operators and owners of SMEs will be trained on energy management practices and business development related aspects. The trainings are to be tailored from a baseline and needs assessment focusing on training needs and potential energy management practices that can be adopted in an SME cluster approach. Follow on support includes technical assistance inform energy audits to enable selected SMEs (through a criterion developed by GIZ PREEEP) access existing financing in the sector including PREEEP catalytic partial grant supporting implementation RE/EE measures. Further training shall be extended to energy managers from industry regarding Energy Management systems (EnMs) with reference to the ISO 50001 standard. The energy managers will be able to learn approaches for adopting EnMs to build capacity towards compliance towards any future regulatory requirements. To improve the standardization of energy audits, promote quality of audit reports in the sector, practical training shall be extended to energy auditing professionals to skill them towards developing investment grade energy audit reports. Technical assistance shall be provided in form of the development of a customized reporting framework that includes template(s) / structures and data analysis tool(s) to improve reporting and be able to develop comprehensive reports that can be used by demand side energy-consuming enterprises to seek for financing as well meet any regulatory requirements. Based on this background, GIZ PREEEP would therefore like to hire the services of a contractor to implement the different market development interventions and work packages. EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. Travel to and within KRI will be required for the implementation of the assignment by the key experts as well as the expert pool members.

2. Services to Communities to support the achievement of the objectives of the Mission Ocean and Waters. The specific objective of this contract is to organize and manage the identification and selection process, aiming at selecting a minimum of 50 applicants from targeted communities of regional, local and other competent authorities, which are managing programmes and activities related to the Mission objectives, and provide services to them. The services provided consist of technical assistance and support for the preparation of transition agendas for their planned projects, programmes or initiatives that will support the achievement of the objectives of the Mission Ocean and Waters. In particular, the targeted authorities include: i) regions ii) cities, including small municipalities iii) rivers and water management authorities and iv) port authorities. These services should ultimately facilitate synergies with regional/local authorities to facilitate and speed up the achievement of the Mission’s objectives at local level, with the involvement of local communities and possible leverage of funds.

The Cooperation Facility supported by this contract is financed under the Support Measures and Cooperation Facility for Papua New Guinea (ref. ACT 62794). The overall objective of the assignment is to facilitate the implementation of EU funded programmes in Papua New Guinea by providing all necessary support to the EU Delegation (EUD) for its operations. A team of experts is expected to assist the EUD in achieving the above objective, with the provision of the following services (list not exhaustive): - provision of technical advice for supporting in the identification, design and implementation, monitoring, review and evaluation of programmes/projects financed by the EU with a focus on the Multiannual Indicative Programme (MIP), including Global Gateway/Joint Programming / Team Europe /, GAP III, HRBA and the EU Strategy for the Rights of Persons with Disabilities’ commitments coordination at country level; - provision of technical advice and recommendations on integrating cross cutting issues especially, human rights and gender, environment and climate change and engagement with youth throughout all development cooperation actions; - Provision of high-quality support to further enhance bilateral relationship between the EU and PNG in relevant cooperation policy dialogues and whenever necessary in the public diplomacy; - Support to Increase awareness on EU priorities and EU contribution to people’s lives in coordination with any Communication and Visibility support services contract(s) that will be ongoing.
