The contractor is required to include, as one of the offered experts, an SME Loop Master Coach who will guide the implementation of the SME Loop. A Master Coach in the context of the SME Loop is an experienced (and specially certified) professional who provides advanced coaching, mentoring, and support within the SME Loop framework (mentoring other coaches, quality assurance, customisation of the programme). EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. Mid and East Antrim Borough Council will lead the delivery of a PEACEPLUS Local Community Action Plan for the Borough to promote positive relations between people from different backgrounds and communities. The PEACEPLUS Local Community Action Plan will support a number of programmes or initiatives across three key themes, Local Community Regeneration and Transformation, Thriving and Peaceful Communities and Celebrating Cultures and Diversity. The Client invites tenders to provide the service for an ICT for RIBA stages 1-6 to help deliver 12 capital projects within the Mid and East Antrim Borough Council Local Community Action Plan. The project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The project is for the provision of an Integrated Consultancy Team (ICT) who must work with the Capital Works Manager, Capital Works Team or their designate to ensure all duties required under this appointment are being carried out to the satisfaction of the Employer. The project shall be responsible for the design and project management of the 12 projects as part of the Council's PeacePlus funding. The project will be from RIBA stages 1-6, including a feasibility study of the 12 projects submitted as an expression of interest to Peaceplus. These comprise 3 larger projects which have a maximum spend of £200,000 and 10 smaller projects which have a maximum spend of £30,000. The ICT is to attend each project and provide costs associated with it and comment if the works proposed in the group's expression of interest are feasible for the budgets set by SEUPB. Following a gateway approval stage from council / SEUPB the ICT will develop designs for each project, submit and achieve statutory approvals and issue tender documents for the successful projects. ICT will assume 12 projects will be successful to the construction stage.

The Contractor will be required to provide the Commission with technical assistance. The primary aim of this assistance is to foster balanced participation from relevant stakeholders in the textiles amd/or furniture sectors, thereby ensuring meaningful consultation on Ecodesign preparatory studies, potential Ecodesign requirements and other matters related to implementation of the Ecodesign for Sustainable Products Regulation (ESPR). The Contractor should proactively identify interested SMEs, and engage with them, giving special attention to micro-enterprises operating in the relevant product sectors. The Contractor will explain the provisions of the ESPR and their implications for the textile and/or furniture sectors for the SMEs in particular, outline participation opportunities, and guide SMEs on the expectations and the type of feedback is needed to the Ecodesign forum and/or various stakeholder meetings. Serving as both a focal point and a helpdesk, the Contractor will facilitate and coordinate SMEs involvement in these forums. Ensuring broad geographical and sectoral representation, the Contractor will review ESPR-related documents, gather SME inputs, synthesize them into position papers, and clearly present them at the Ecodesign Forum or other stakeholder meetings, or facilitate SMEs participation at the Forum and these meetings. Physical attendance at meetings will not be required. These activities may be repeated throughout the three-year duration of the contract, enabling the inclusion of new SMEs over time.

Bus Éireann intends to procure low emission coaches and schools buses, and where possible zero-emission coaches with low environmental impact in compliance with the latest EURO VI Regulation. The vehicles will comply, as appropriate, with the EPA’s guidelines on road transport vehicles and the European Communities (Clean and Energy Efficient Road Transport Vehicles) (Amendment) Regulations 2021. To be considered for inclusion on a Qualification Panel(s), applicants must complete the Pre-Qualification Questionnaire (PQQ) providing relevant details in relation to the criteria set out below for assessment. It is envisaged that this qualification system will be used to either purchase and or lease during the five-year term of the Qualification System. Economic operators apply once to qualify onto the panel by providing details of their financial and technical capacity against predefined published Selection Criteria within a PQQ. The Qualification Panel for the Purchase and or Lease of Buses and Coaches will be broken down in to sub categories called Lot 1 – Purchase of Buses and Coaches, and Lot 2 – Lease of Buses and Coaches. Economic operators can apply for the Lot(s) that best reflect their commercial operations. Economic operators must complete a PQQ for the Lot(s) that they wish to qualify to. Only economic operators who satisfy the selection criteria of each individual Lot will qualify on to that Lot. After the initial advertisement, the panel must be advertised annually for the duration of the panel (5 years) to continually inform the market place of its existence. Economic Operators can apply to qualify on to the panel, throughout the duration of the panel. Economic Operators who are already qualified to the panel can also amend their application at any interval should their financial or technical capacity or capability change. Qualifying onto a panel does not guarantee any work and/or contracts to a supplier.
