PURPOSE AND SCOPE The aim of the procurement is to enter into a continual contract for the procurement of an electronic substance register. The contracting authority needs an electronic substance register to ensure proper and statutory handling of chemicals and hazardous substances in the entity. The system shall contribute to the fact that safety data sheets (SDS) are updated and readily available, as well as support the work on risk assessment, constitution, training and selection of protective equipment. Furthermore, the system shall facilitate efficient administration, simple updating and good overview of chemicals across locations. The contracting authority draws attention to the fact that the estimated value is based on previous consumption. The estimate is only a guideline and is without obligation for the Contracting Authority. The contract will be valid for 1 (one) year from when it is signed. The contract will be valid for 8 years from signing of the contract.

Painting and covering services, framework agreement Troms County - RFI
Troms County (henceforth referred to as the contracting authority) shall enter into a new framework agreement for painting and covering services and associated equipment. Material will also be considered for assignments that the contracting authority shall use for its own activities and shall also be included in the contract. The contracting authority would like to enter into an agreement that covers the need we may have for this type of service in the entire county. This includes, for example, sixth form colleges, official residences and dental clinics. The contract shall ensure that we achieve cost effective and rational procurements of painting and covering services in accordance with the current laws and regulations. The framework agreement will mainly be used for the procurement of ongoing and operational related services, but it can also be used for some investment projects where it is deemed appropriate. We are currently in a preparatory phase of the procurement process. As part of the preparation phase, the contracting authority would like to invite all relevant tenderers to comment on the provisional drafts for the requirement specifications, price form and contract terms. The documents are attached to this market dialogue. Emphasis is put on the fact that tenderers shall not fill in the attached tender documents, but give feedback on the questions included in the document "Information on RFI - Framework agreement on painting and covering services" under point 3.Deadline for feedback is 30 April 2026 at 12.00. At the expiry of the hearing deadline, the contracting authority will review received input. The contract will then assess which input could be appropriate to include in the final documents. The Contracting Authority is not obliged to comply with the input, and emphasises that the attached documents are to be seen as provisional drafts. Any questions or needs for an extended deadline shall be sent to the contracting authority via Mercell. Tenderers who register their interest can be contacted by the contracting authority in the preparation phase if there is a need for further clarification. The contracting authority will not reimburse costs incurred for the participation of the hearing.

The Norwegian Public Roads Administration, Operation and Maintenance (henceforth referred to as the Contracting Authority) requests tenders for helicopter services in the northern and western areas of the country. County is included as the contracting authority for both lots. The aim of the procurement is to cover the contracting authority ́s need for helicopter services and shall ensure the Contracting Authority access to helicopter services as needed, in an efficient, safe and predictable way. The contract shall ensure that the Contracting Authority has quick and reliable access to qualified helicopter operators, ensure high requirements for flight safety, the environment and quality as well as facilitate flexibility so that services can be ordered as needed.

PURPOSE AND SCOPE Oslo municipality, c/o the Agency for Improvement and Development, department for procurement services, shall enter into a framework agreement for the purchase of consumables within product areas cleaning, drying and hygiene, kitchens and serving, as well as offices and schools. The procurement will be carried out on behalf of cooperating entities in addition to Oslo municipality. The joint procurement agreement has a total annual estimated value of NOK 180 million per annum for Oslo municipality and its cooperation partners, total NOK 720 million for the entire contract period. The contracting authority draws attention to the fact that the estimates are based on previous consumption. The estimates are only a guideline and are without obligation for the Contracting Authority. This framework agreement is valid for up to a maximum value of NOK 1,100 million for all involved entities.

Audit Services
The competition is for a new audit contract for Andøy municipality and Andøy Havn KF. The contract is for auditing accounts, performance audits and ownership control. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. The choice of auditor shall be approved by the municipal council. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4).

The contracting authority invites tenderers to a competition for the establishment, operation and maintenance of 24 hour resting place(s) along the E18 stretch Asker-Sande. The driving distance from the E18 to the entrance for the actual 24 hour resting place shall be a maximum of 2 km. The contracting authority needs approx. 100 placement places on the stretch. It may be necessary to enter into a contract with several tenderers and/or divide the procurement into different sub-contracts. Each individual 24 hour resting place shall as a minimum have parking places for 15 wagon trains and shall include a service facility with toilets, showers, living rooms and charging stations. Otherwise, the 24 hour resting place shall fulfil the shall-requirements listed in point 3.2. The Contracting Authority prefers large 24 hour resting places and 24 hour resting places that are located on the stretch between Asker-Drammen. The 24 hour resting place shall be ready for opening by 01.09.2027 at the latest and the contract will be valid for ten years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years. The contracting authority will set up a scheme with payment for annual rent, which shall include establishment, as well as operation and maintenance of the 24 hour resting place.

Procurement - Transport and treatment of hazardous building waste Attvin, 2026 (2)
The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the contracting authority ́s need for transport and treatment of hazardous building waste, from Attvin to final treatment at a certified treatment facility, in accordance with the requirement specifications. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The Waste Regulations chapter 11. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The contracting authority reserves the right, however, to hold a new competition for new waste types during the contract period. Options: Options in the contract are described in the point "options" in the requirement specification.

Transport services for glass and metal.
The contracting authority needs transport services from glass and metal packaging from Heggstadmoen to Circle glass AS in its facility in Gamle Fredrikstad. The distance is around 572 km. There are estimated 130 trips and 3,200 tons per annum. Tenderers shall give a fixed price per trip. The contracting authority can, if needed, use the contract for associated transport assignments that are outside the transport of glass and metal packaging. Price will be agreed upon when an order is placed. See the requirement specifications (Annex 1) for further details on the procurement. Based on historical figures, the total procurement is estimated to have a value of NOK 5.5 million over the 4 year contract period. The actual volume can vary from year to year. The estimate is not binding for the contracting authority, and changes in the financial or political framework terms can lead to the estimated number of assignments being increased or reduced. The contract will be valid for a maximum amount of up to NOK 7 million during the agreement period. The estimates do not involve any obligation for withdrawals under the framework agreement. The contracting authority will be bound by call-offs against the framework agreement.

NRK 2026/336 Service contract Smart Hands in NRK ́s computer centres.
The competition has previously been published and cancelled (case 2026/120). This is an updated version of the competition and we would like to make particular attention to the fact that the competition is being held without negotiations - the tenderer must therefore submit their best tender by the tender deadline. The objective of the procurement is to ensure competent 'Smart Hands' services, primarily connected to NRK ́s 2 data centres. The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the public procurement regulations dated 12 August 2016 no. 974 (FOA) parts I and III, as well as the provisions in the tender documentation. The contract will be awarded in accordance with the open tender contest procedure. The service is ongoing during the agreement period. The contract will be valid for 2 (two) years from when the contract is signed. The contracting authority has an option for an extension for a further 2 (two) years and the contract can then be extended for 1 (one) year at a time.
