Printing services for bound books, framework agreement.
The competition is for the provision of printing services for hard books, framework agreement. An important part of the National Library of Norway's activity is to highlight the material in the collection in a way that captures the interest of the public. In this connection, the National Library publishes books for public audiences. The procurement ́s value is estimated to: NOK 700,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 6,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. Framework agreement for advertisement services - job advertisements and notices.
Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. Description of the assignment The procurement comprises a framework agreement for the purchase, production and publication of job advertisements, announcements and equivalent announcements in relevant channels. The agreement shall cover announcements in both digital and printed areas, including relevant trade and trade media, newspapers, job portals, social media and public registers when required. The delivery shall include the necessary production support connected to the design and adaptation of advertising material, as well as the delivery of documentation of publication and available statistics/reporting for completed campaigns and indentations. Furthermore, the tenderer shall offer a web-based ordering and management system that supports ordering, approval and follow-up and which provides a total overview of status and history. The system shall also be able to support integration with the municipality ́s recruitment/HR system.

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter b. no. 2: The procurement concerns services that only a specific supplier can deliver, for technical reasons, as well as § 13-4 letter b. no. 3. A compact and flexible sequencing instrument shall be procured for use at the Department of Medical Genetics at the University of Oslo, affiliated with NorSeq – the national research infrastructure for sequencing. The instrument shall be used for quality control (QC) of sequencing libraries, small scale genome sequencing and verification sequencing, as well as included in the service offer to researchers with a need for low to moderate data amounts. The instrument shall be able to sequence a broad range of species and applications, as well as function as a QC tool for genome-scale sequencing instruments. To fulfil this purpose, the following required minimum requirements are set for the instrument: Support for a wide range of genomic applications, including 2×500 bp paired-end sequencing with high data quality sequencing capacity up to 30 Gb per run, with flexible adaptation of data quantity Sequencing time of maximum 24 hours for 2×300 bp set-up Flexibility in cycle numbers (minimum 100, 300, 600 and 1000 cycles) Use of ready-produced reagent cassettes and reagents that can be handled and stored at room temperature Support for index-first sequencing and fast generation of index reads for quality control and optimisation of sample pooling Full compatibility with Illumina libraries, so that the instrument can be used as a QC platform for existing large scale sequencing systems Delivery of sequence data with a minimum of Q30 quality at relevant read lengths. The requirements are determined based on the contracting authority ́s actual need for efficient operation, high data quality, quick execution and seamless integration with the existing infrastructure and work flow. Market assessment and alternative solutions The Contracting Authority has carried out a market survey (RFI) via Mercell/Doffin. Only one tenderer registered interest and documented fulfilment of all the minimum requirements. Furthermore, the contracting authority has assessed alternative technologies and suppliers based on the professional environment ́s knowledge of the market. These alternatives do not, however, fulfil the requirement, i.a. because they:do not support 2×300 bp paired-end sequencing of equivalent quality has significantly longer sequencing time than 24 hours for equivalent set-ups not compatible with Illumina libraries and therefore cannot be used for quality control of existing systemsnot offer the necessary flexibility in data capacity up to 30 Gb per running that does not support 'index-first' sequencing or rapid generation of read indexsUse of such alternative solutions will lead to significant disadvantages, including reduced data quality, inefficient use of resources, increased time spent and a lack of integration with existing infrastructure. This is seen as disproportionately against the objective of the procurement. Conclusion: Based on the set requirements and completed market surveys, the contracting authority has no real or reasonable alternatives in the market than MiSeq i100 Plus from Illumina. This is as far as the contracting authority is aware of the only system that fulfils all functionality, performance and compatibility requirements. The terms in PPR § 13-4 letter b no. 2 and are therefore considered fulfilled. PEACEPLUS Tender - LGBTQIA+ Programme - PEACEPLUS Funded
Causeway Coast and Glens Borough Council seeks to appoint suitably qualified organisation(s) / individual(s) to develop opportunities to raise awareness within the LGBTQIA+ community of the support and services available within the Borough and to ensure that these support systems are viewed as being accessible. The programme will ensure that a platform is given to the LGBTQIA+ community to ensure that their voices can be articulated and heard. The project aims to support the education of the wider Borough about the valuable contribution the LGBTQIA+ community has made and continues to make within the Borough. The tender response must address the following key issues: • Intolerance. • Lack of awareness. • Challenges and Obstacles faced by the LGBTQIA+ Community. • The history of the LGBTQIA+ Community. • The perception of who is part of the LGBTQIA+ Community. • Challenging the level of intolerance towards the LGBTQIA+ Community. • Encourage the wider community to learn for themselves, drawing their own conclusions and remembering that the wellbeing of all can be influenced by acting on some of our views. • Promoting and supporting visibility and inclusion. Targets • Recruit minimum 245 participants (CNR: 20%: PUL 20%: Other 60%) • Co-design a programme which tackles both isolation and vulnerability within the LGBTQIA+ community. • Deliver an exhibition which explores legacy of local LGBTQIA+ icons. • Deliver 7 public talks across the Borough to explore lived experiences. Counselling or other appropriate infrastructure support services also need to be available. • Delivery of a showcase event. • A minimum of 26 hours (total) of meaningful engagement must be provided per participant. Outputs • Increased levels of tolerance throughout and between the communities. • Increased levels of knowledge and information shared in relation to the LGBTQIA+ community. • Increased levels of awareness about the issues facing the LGBTQIA+ community. • Increase in confidence within the LGBTQIA+ community. • Opportunity to connect LGBTQIA+ members through a more localised network. Programme Activities • Stage 1: Recruit 245 participants to the programme (Approx 35 from each DEA area). • Stage 2: Co design a programme with the 245 participants which helps support both younger people and especially older people and young people from a rural background who need to access the support services of LGBTQIA community. The programme needs to tackle both isolation and vulnerability, whilst increasing visibility from the community. • Stage 3 An exhibition and talks which explores the opportunity to look the wide range of people in the legacy CCGBC area, who hailed from the LGBTQIA+ community who have contributed to our society (this could manifest in an exhibition or publication). • Stage 4: Deliver 7 Public Talks/discussions/Panels to explore the lived experience of local people in the area, as a way of increasing awareness, but encouraging the public to look at their practices, attitudes, how they could make improvements or support systems. This could provide an opportunity for the public to look at education, awareness raising and an event to consider the aspect of compassion as a key principle from which to operate from. This will require a tight structure, experience facilitators and support services (befriending and/ or counselling). • Stage 5: Delivery of a special event to showcase the LGBTQIA+ community and build relationships within the community. Additional guidance to be taken around the correct and planned delivery of PRIDE event that has been consulted on, planned for, and delivered in an atmosphere of acceptance (perhaps look at the Enniskillen example). BUDGET: 147998 EURO Timeline: 18 months This list of activities is not 100% exhaustive. As part of the Tender Quality Assessment, bidders are asked to deliver a profile that reflects these areas as well as allowing for their own knowledge, innovation, and experience. Causeway Coast and Glens Borough Council would welcome a partnership or collaborative approach from several organisations / individuals that between them have the necessary expertise and experience. Individual submissions are also welcomed. 2.3 Project Budget The project has a maximum budget of 147998 EURO (excl. VAT) All tender submissions should be submitted exclusive of VAT, to design and deliver the above activities and achieve the anticipated results by January 2028 Please carefully note that up to 20% of project funds will be released on award of contract and thereafter on a staged basis, your tender should align costs to the delivery of stages or outputs. 2.4 Project Timescale It is anticipated that the successful bidder will be contracted to begin project delivery within 6 weeks of contract award All project activity must be completed by January 2028 All project related financial invoicing must be submitted within 1 month of the completion of the final report. 2.5 Project Management The successful applicant will be required to develop a sustainable delivery mechanism and be responsible for the overall management of the project activities. Throughout process work agree on areas and consultation methods. The successful applicant will be required to work with the Council Officer charged with the management of PEACEPLUS and will meet with them at the following stages: • On appointment, to agree a forward work plan, the proposed schedule for implementation and the reporting requirements. • A formal meeting on a regular basis to review progress against agreed timeframes and milestones, to identify emerging issues and risks and plan for mitigation strategies, and to agree targets for the next quarter or stage. • It should be noted that the Causeway Coast and Glens Borough Council maintains the copyright of the project and the materials produced.
