Framework agreement for workshop services for refuse collection vehicles.
Background Renovasjonen IKS needs to establish a framework agreement for workshop services for its refuse collection vehicles. The need is justified by increased maintenance needs in the vehicle fleet, several vehicles with continuous service and repair needs, as well as reduced capacity at the contracting authority ́s internal workshop. The sanitation vehicles are central to daily routes and stoppages can have direct consequences for the collection services. There is therefore a need for service providers who can contribute to stable operation, reduced downtime and quick return of vehicles to ordinary operative services. The procurement shall further facilitate for more predictable follow-up of the vehicle fleet and better planning of maintenance and repairs. The framework agreement shall give the contracting authority access to the necessary workshop capacity to handle both planned works and unforeseen events in an efficient and operationally responsible manner. Description of the assignment The assignment includes the delivery of workshop services for the contracting authority ́s refuse collection vehicles through a framework agreement. The delivery shall cover ordinary and periodic maintenance, EU inspections, emergency repairs, troubleshooting and repairs of hydraulics and additions, as well as welding and body repairs. The tenderer shall be able to handle refuse collection vehicles with associated technical systems as a combined unit. This includes i.a. compressor vehicles with lifting and emptying equipment, hook trucks, lift additions for waste containers, as well as the chassis, hydraulic systems and sanitation additions. Workshop services with high availability and capacity are requested to assist both with planned service assignments and in connection with stoppages. The assignment shall support the contracting authority ́s need for quick follow-up and effective execution of maintenance and repair work, so that the vehicle fleet is kept as operative as possible. It will be possible for several tenderers to qualify and be awarded a place on the framework agreement, provided that they fulfil the qualification requirements and other requirements in the tender documentation. This shall contribute to sufficient capacity, high availability and robust security of deliveries during the agreement period.

Framework agreement for valuation and financial due diligence.
Bankenes sikringsfond (BS) and the Financial Supervisory Authority of Norway (FT) are jointly carrying out this procurement (hereafter jointly referred to as the Contracting Authority). BS administers and manages the Norwegian deposit guarantee scheme and the deposit guarantee fund and assists the Financial Supervisory Authority as a resolution authority in accordance with the Financial Institutions Act. The Financial Supervisory Authority of Norway is the Norwegian resolution authority for the financial sector, with responsibility for safeguarding financial stability and ensuring satisfactory handling of crisis events in the Norwegian financial market. The procurement is being carried out jointly to ensure that both institutions always have access to the necessary specialist competence and capacity within valuation and financial due diligence. The services shall be able to be ordered and used both in normal situations and at extraordinary events, including preparations, implementation and follow-up of crisis management measures and crisis management exercises. The aim of the procurement is to enter into parallel framework agreements with 3-5 tenderers for services within valuation and financial due diligence of Norwegian banks, including assistance and participation in crisis management exercises. The framework agreements will be valid for six years. The two service areas are: 1) Valuation: valuation of all or parts of a bank, including loan portfolios, immaterial assets, financial instruments etc., in accordance with relevant requirements under Norwegian law, EU rules and EBA guidance. The service also covers assistance related to valuation and crisis management, including crisis management exercises, advice and preparations for preventive measures, security measures and crisis management, stress tests and scenario analysis, as well as method development and tools for the execution of such measures.2) Financial due diligence: financial due diligence of all or parts of a bank, including any group companies. This involves a review of the bank's financial statements and an assessment of the bank's economic situation and financial position, including analysis of the balance sheet, loan portfolio, securities, derivatives, deposits and funding. The aim is to identify risks and provide a better basis for valuation and for BS's and FT's choice of measure. The framework agreements are not exclusive and the contracting authority reserves the right to make procurements outside of the framework agreement if there is a justifiable reason. Dublin City Council is establishing a single operator framework agreement for the supply and delivery of sub compact and compact sweepers, as well as winter maintenance vehicles, to meet current and emerging operational needs associated with cycle lane cleaning and winter road maintenance across the Council’s administrative area. The framework will operate for a period of four years from the date of award, with an indicative total value of €2.5 million (ex VAT) across all lots. The initial phase value is €800,000 in the first year, with options to extend or issue further allocations as funding becomes available. This value is provided strictly for indicative purposes and does not represent a commitment to purchase any specific quantity or to exhaust the full amount. Actual drawdown will depend on operational requirements, available funding and performance of the awarded suppliers. The tender is divided into three lots to reflect both operational needs and environmental priorities. Lot 1 covers diesel sub compact sweepers, with approximately up to four (4) units expected to be procured and provision for future expansion. Lot 2 covers electric compact sweepers, with between two (2) and six (6) units expected to be procured and provision for future expansion. Lot 3 covers diesel winter maintenance sub compact vehicles, with between two (2) and four (4) units expected to be procured and provision for future expansion. For Lot 1 and Lot 3, the maximum permitted vehicle width is 1100 mm, while for Lot 2 the maximum permitted width is 1200 mm. Vehicles proposed under Lot 3 must be capable of winter treatment functions such as salt spreading on narrow cycle lanes and restricted routes. They must also be adaptable to a brine system in the future, as the methodology for winter road treatment is currently under review. An adjustable salt spreading width, ideally ranging from 1.1 metres to 4 metres, is required. Contractual requirements include a minimum one year full warranty from the vehicle or sweeper manufacturer. The framework does not include the supply of non warranty spare parts or diagnostics. Tenderers must deliver the vehicles within 22 weeks from contract award, with up to two additional weeks allowed for on site operator training where required. All vehicles will have to be delivered to Dublin City Council’s North City Operations Depot (NCOD), St. Margaret’s Road, Ballymun, Dublin 11. Evaluation will include provisional scoring at the evaluation meeting, followed by an on-site trial and inspection of the highest-ranked tenderer to verify compliance. Scores may be adjusted if specifications are not met, and inspections will continue in rank order until complete. Once final evaluations are confirmed, letters will issue, and after the standstill period, the contract may be awarded. The inspection process is integral to the overall evaluation.
